F SAINT PAUL, MINNESOTA
RECOGN�ZING LARRY SODERFIOLM
FOR HIS MANY YEARS OF SERVICE TO THE CITY OF SAINT PAUL

4 WHEREAS, Larry Soderholm was hired as a city planner in 1973, a time when City Planning was part of the
5 Mayor's Office, thus beginning a long and accomplished cazeer with the City of Saint Paul; and,

WHEREAS, Larry spent much of his career working on projects to strengthen Saint Paul's diverse neighborhoods -
as a planner, as head of the Neighborhood Section of PED, and as Planning Administrator; and,
WI�EREAS, Larry's numerous accomplishments in neighborhood planning include developing the city's
groundbreaking district council system; writing the first district plan to be adopted by the City Council; working on
neighborhood revitalization plans and programs including the Irvine Park Redevelopment Plan, the Identified
Treatment Area program, the Community Development Agenda, the Summit Avenue Plan, and the Irvine Avenue
Development Plan; and,
WHEREAS, Larry made significant contributions in the area of comprehensive planning, authoring the 1980 and
1990 Land Use Plans; shepherding the 2002 River Corridor Plan through approval by the state Department of
Natural Resources to its adoption as a comprehensive plan chapter; and completing the 2009 Water Chapter; and,
WHEREAS, Larry also developed expertise in the azea of zoning, leading the Zoning staff for many years, writing a
number of zoning text amendments, and becoming an expert on the topic of billboards and advertising signs; and,
WHERAS, Larry has accepted early retirement and will leave City employment on February 27, 2009;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council, on behalf of all citizens of the city -
those who had the pleasure of working with Larry and those who will never be awaze of how his accomplishments
over the past 35 years have contributed to Saint Paul's livability - thank Larry for his dedicated service to the City
and wish him happiness and success in his future activities.
