An ordinance regulating the sale and possession
of inflammable, combustible and explosive pest
control articles' of the nature but not limited
to the "Molite Mole Killer ", whether such de-
vices be in the form of cartridges, bombs or
W any other packages, and rendering it unlawful

o further unlawful for such persons under the
U age of 21 years to have in their possession

penalty.for the violation hereof. This is an
emergency ordinance rendered necessary for the
preservation of the public peace, health and
safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. No person, firm or corporation shall sell
or furnish any pest control or extermination device which is in
part -or totally composed of inflammable, combustible or explosive
materials, to minors under the age of 21 years, it is hereby
rendered unlawful and a misdemeanor.
Section 2. Devices, the sale of which is hereby restricted,
shall include all those pest control articles, the use and effec-
tiveness of which is caused through combustion, burning or ignit-
ing, and shall specifically include that device known as "Molite
Mole Killer ", but shall be inclusive also of any device whether
such device be in the form of a cartridge, bomb or any other type
of packaging so long as the use of such device entails burning,
exploding or the release of smoke.
Section 3. It shall be unlawful for any•person under the
age of 21 years to have the "Molite Mole Killer" or any comparable
device in his possession, as the same have been defined herein,
and possession by a minor of any such device or article shall be
prima facie evidence of his intention to use such device in such
a way as to disturb the peace and order of the City of Saint
Paul.
Section 4. Any person, firm or corporation violating any
of the terms or provisions of this ordinance shall be guilty of
a misdemeanor, and upon conviction thereof shall be subject to
a fine not in excess of $100.00 or imprisonment for 90 days.

Section 5. This ordinance shall be deemed a part of
the Saint Paul Legislative Code, and shall be incorporated
therein and given an appropriate chapter and /or section number
at the time of the next revision of the said Legislative Code.
Section 6. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation of
the public peace, health and safety.
Section 7. This ordinance shall take effect and be in
force upon its passage, approval and publication.
