operate one (1) automobile as Taxicab No. 8 upon the streets of the City of
Saint Paul, described as a 1957 Plymouth, Serial No. 14295756, insured by the
Public National Insurance Company, Policy No. PAL 148528, expiring 12:01 A.M.
ST January 8, 1959, and
WHEREAS: Said applicant has filed a copy of the insurance policy with the City of Saint
Paul and said policy has been approved as to form and execution by the
Corporation Counsel, therefore, be it
RESOLVED: That license to operate said automobile as a taxicab upon the streets of the
City of Saint Paul be and the same is hereby granted to LeRoy Sokup dba
Radio Cab.

RE . Background of Attached Request
The Commission requests that you introduce the attached letter of
request to the Council for approval.
. The Commission recently became aware that its Executive Secretary
has not been granted the cost -of- living increases which have been granted
to most other City employees. After exploring the matter, the Commission
learned that the Executive Secretary could be included whenever such cost-
of-living increases were granted if his position were tied in, so to speak,
with the Civil Service rate classifications, while still remaining exempt
from Civil Service, however. This is already being done, for example, in
the case of several other exempt positions, such as the attorneys in the
Corporation Counsel's office, the deputy Commissioners, etc. By so tying
in the Executive Secretary's position, this would eliminate the necessity
of having the Council pass a special resolution whenever cost -of- living
increases are granted.
Accordingly, the attached request seeks to accomplish this tie -in
and, also, to do it at a level which in effect would currently grant to
the Executive Secretary the cost -of- living increase which was given to the
other City employees in January, 1958. The Commission's entire thinking
on this matter and its current request have been on the advice and infuu-
mation of Thomas Ryan, Assistant Corporation Counsel, and Herbert A. Lyon,
of City Civil Service.
