Matt Toupal marks 20 years with the Saint Paul Police Department this year, nineteen of them as a sergeant, and WHEREAS, Sgt. Toupal has been instrumental in the success of the Central District's GRID (Getting Residents Involved Daily) program, which has focused very successfully on addressing hot spots primarily in Ward 5, and WHEREAS, Sgt. Toupal took on the leadership role of GRID while working fulltime as an investigator, and WHEREAS, the Dishict 6 Planning Council has expressed appreciafion for the commitment Sgt. Toupal tias shown to the North End/5outh Como neighborhoods. The GRID detail has advanced community policing as well as been a detriment to crime in tt�e neighborhoad; and WHEREAS, Sgt. Toupal was responsible for resolving ongoing constituent concems with an establishment on the East Side, and was immediately effective when we turned to him for assistance to resolve the matter; and WHEREAS, Sgt. Toupal understands that successful outcomes are the result of cooperation by a variety of people in various roles, and has built relationships with the community, businesses, Councilmembers, and neighbors to work on addressing problems at their root for a long-term solution, and WHEREAS, the GRID detai] has recenUy been modeled by the Eastern and Western Police Districts as a result of its success in the Central DisVict, and WHEREAS, the GRID program officers have been nominated for a unit citation for their work in the summer of 2008 due to the countless street robberies they successfully cleared. Now, therefore be it RESOLVED, that the Saint Paul City Council would like to recognize and thank Sergeant Matt Toupal for his dedication to his wark and his ongoing commitment to far exceed the expectations placed upon him, and for his role as a mentor and leader for new patrol officers in the city of Saint Paul.
