ZONING, -CITY OF SAINT PAUL 1713 CITY MALL AND COURT MOUSI SAINT FAUI 2, MINMYSOTA June 4, 1958 Mr. Joseph Okoneski City Clerk Building Dear Sir: This is in the matter of the`application of John Sullivan for a permit to install and operate a private parking lot in-connection with a proposed apartment building on•property located on the south side of Ashland between Dale and St. Albans, immediately east of 666 Ashland'. This property is' described as Lots 9, 10., and 11, Block 12, Holcombe's Addition. The property is zoned "C" Residence. The property under consideration is presently vacant and-bas a front- age of 120 ' - "along Ashland Avenue and extends southerly to a depth of 1201. The applicants propose'to develop this property with a 15 unit, two and one -half story apartment building and .will.provide 15 off-street parking spaces in the rear of the property as shown on the attached plan. The adjacent land uses are as follows: north across Ashland Avenue are two vacant lots, otherwise duplexes; south across an alley, an apartment building and other multiple residential uses; west and ad- joining are three three story apartment buildings; east and adjoining is a duplex. The proposed layout and operation of the parking area has been approved by.the Traffic Engineer; the plans call for a set back of 12' from Ashland Avenue which is in line with the existing building line in the'block. In all respects the plans meet existing standards for this type of facility. Field investigation discloses no general basic objection from the standpoint of adjacent land use or traffic. In consideration of these factors, the Board of Zoning recommends that this permit to establish a private parking lot incident to this 15 unit apartment building at this location be granted in accordance with the applicant's plans approved May 22, 1958.
