zance of the Award as the Outstanding Junior Chamber of Commerce merited and
received by the Junior Chamber of Commerce of the City of Saint Paul at the
International Congress of Junior Chambers of Commerce during the current month
at Los Angeles, California and hereby extends sincere coxmendati.on and con -
gratulationa to said Junior Chamber of Commerce upon its said Award and upon

Dear Commissioner:
Attached hereto is a file from your
Department containing a letter from Mr. Lobdell, which
is self - explanatory of the other attachments sent herewith.
The other attachments to which I refer are a resolution by
which the City of Saint Paul accepts the grant and gift
of the building heretofore erected by the St. Paul Community
Service,Inc., the predecessor corporation to the present
Merriam Park Community Center, Inc., and proposed resolu-
tion by which the City authorizes the Merriam Park Community
Center, Inc. to build a gymnasium to be attached to the
present building, under the same conditions and reservations
of use and management by the donor corporation as are con-
tained in the resolution accepting the present building from
such organization.
You will note that in each instance the
resolutions call for the City Clerk to dispatch to the
organization certified copies of these resolutions. This
is for the purpose of having the corporation's records
complete in this matter. The authority for the action of
the City in this regard and for its passage of the 1950
resolution, is contained in MSA 450.23, which for the sake of
your records is quoted in full:
"450.23 Gifts or devises - The board of
park commissioners of any city of the first class
is authorized to receive and accept, in the name
of the city, any gift or devise of land or buildings
to be used for a public park, museum, gallery, or
school of arts or crafts, or for the construction,
equipment, improvement, maintenance, or use thereof
or for any one or more of such purposes, with the
right reserved by the donor or devisor to the free
and exclusive occupancy, management, control, and
use of the building by any incorporated society of
this state organized for the general purposes of
fostering and promoting educational, artistic, and
