James W. Phelps and Mayme Phelps, 7 West County Road C, Saint Paul 17, Minnesota; Annie Turner, 854 Burr Street, Saint Paul 6 Minnesota;'and Royal Realty Company, 148 Endicott Arcade, Saint Paul 1, Minnesota; therefore be it RESOLVED, that the City Council of the City of Saint Paul hold a public hearing in the Council Chamber at ten Otclock A. M. on the 8t1i day of July 1958, to consider any complaints about the expense incurred by the City of Saint Paul and to confirm the amount thereof; be it FURTHER RESOLVED, that the City Architect notify by mail the record owners of the property in question, and persons who appear to have an interest in said property, at the last known address. James W. and Mayme Phelps, 7 W. Co. Rd. C, St. Paul 17; Annie Turner, 854 Burr Street, St. Paul 6; and Royal Realty Co., 148 Endicott Arcade, St. Paul 1. In this matter, the following resolutions were adopted by the City Council: C. F. 176330, adopted January 10, 1956 (published January 14, 1956).set a public hearing at 10 A. M. January 31, 1956. C. F. 176940, adopted by the Council February 29, 1956 (pub- lished March 3, 1956) ordered the wrecking by and at the sep- arate cost and expense of the owner, occupant, or other person in control thereof. C. F. 178222 adopted by the Council June 7, 1956, (published June 9, 1956 rescinded condemnation and gave the owner 60 days �+ from June 6, 1956, in which to proceed with substantial work ,} toward the rehabilitation of the structure. C. F. 182097, adopted by the Council March 27, 1957 (published March 30, 1957) set a public hearing at 10 A. M. April 23, 1957. C. F. 182654 adopted by the Council May 7, 1957 (published May 11, 1957 ordered the wrecking by and at the separate ex- pense and cost of the owner, occupant, or other person in con- trol thereof. I Appeal filed in District Court, No. 299000, by Otis H. Godfrey in behalf of James W. Phelps and Maymie Phelps from order of con- demnation, May 10, 1957. r r r i ' • - Petition filed May 20, 1957 through Otis H. Godfrey for rehear- ing of the order of May 7, 1957 of the Council. V C. F. 185976, adopted by the Council January 30, 1958 (publish- ed February 1,t 1958)�approved the specifications prepared by this office for the wrecking of this building and authorized the Purchasing Agent to advertise for bids. C. F. 186411, adopted March 5, 1958 (published March 8, 1958) approved the award of the contract for wrecking to Truck Crane Service Company for the sum of $450.00, Formal Bid No. 6912. C. F. 187860, adopted by the Council June 6, 1958 (published June 14, 1958) provided that the wrecking expense of $450.00 and the expense of the Department of Parks, Playgrounds And Public Buildings in the amount of $38.45, making a total of $488.45, be paid out of Wrecking Condemned Buildings 31 G 23, and, in the event said sum proves collectible from the owner, same is to be credited to Item 31 G 23. The building has now been satisfact6rily wrecked and Register- ed Bill No. 4 -1668 was mailed to the owners April 29, 1958. We are requesting the Council to hold a public hearing with ten days' notice to consider any complaints about the expenses incurred and to confirm the amount. The-Council resolution confirming the expense should end with a directive to the City "Clerk to file a statement of expense for the purpose of secur- ing a lien on the property. Yours truly, A ed H.
