Initiating Problem, lssues, Opportunity (Who, What, When, Where, Why):
Human Resources was asked by the Parks and Recreation Department to conduct a job study far the Golf Course Superintendent,
Occupation Code 208, gtade 036, Salary Schedule 10. A determination was made by HR that the classi&cation to the Saint Paul
Manual and Maintenance Supervisors Bargaining Unit at a salary sohedule grade level of 38 was appropriate. Saint Paul Manual and
Maintenance Supervisors Association was notified of the change and they had no objeclions.
Advantages If Approved: �
The Depariment of Parks and Recrearion organizational shucture will be properly shuchued to manage the v,�ork being performed.
The individuals in tlus classiscation will be able to perform the duties and iesponsibiGties of the classiftcation and will be
compensated appropriately.
Disadvantages If Approved:
None.
Disadvantages If Not Approved:
Duties and responsibilities would need to be absorbed by cusent employees. The result would be delays in work and services
completed by current employees.

Performs responsible supervisory and administrative work involving the maintenance,
operation, and management of a municipal golf course. Prepares and administers the
maintenance and capital improvement budget. Develops and implements a
comprehensive turf management program. Supervises the maintenance of a City golf
course by planning work schedules, assigning work duties, and conducting orientation
and training. Performs related duties as required.
Supervision Received
Works under the general andlor administrative supervision and direction of a manager or
a deparhnent director.

Exercises technical, general, and/or administrative supervision over assigned staff.
Competencies
Demonstrates an expert understanding of the business needs of the City and the Division,
ifs facilities, assets, and programs, and takes appropriate action to assign staff and

and a tharough understanding of the rules and strategies of the golf game.

the management of golf course operations, including, but not lunited to, employment,

Demonstrates an expert understanding of the chemicais used in goif course turf

(50) pounds.

Requiremenis
An Associate's Degree ln Tuxf Management and two years of experience within the past
ten years as a Parks Worker III, ar equivalent, assigned to and performing duties
involving the planting, treatment, and care of golf fairways and greens.
Must possess a Minnesota Department of A� Non-Commercial PesUCide
Applicator License, written tests parts A and E, prior to the date of appoinhnent. Must
possess a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's
license. The driver's license must have no suspensions or revocations far driving-related
offenses within the two (2) year period prior to the date of appointment. Suspensions for
pazking-related offenses are excluded.
