Whereas, The Board of Water Com-
missioners, on June 10, 1958, duly
Passed a resolution authorizing the
hiring of the engineering services of
The Pitometer Associates to conduct
a waste water survey and main trunk
line flow and loss of head survey
pursuVet to a proposal of the said
Pitometer Associates, Engineers, sub-
mitted .to the said Board on February
28, 1958, a copy of which resolution and
WHEREAS, the Board of Water Commissioners, on June
10, 1958, duly passed a resolution authorizing the hiring of
the engineering - services of The Pitometer Associates to con-
duct a waste water survey and main trunk line flow and loss
of head survey survey pursuant tb-a proposal of the said
Pitometer Associates, Engineers, submitted to the said Board
on February 28, 1958, a copy of which resolution and proposal
of The Pitometer Associates, Engineers, is attached hereto and
made a part hereof; and
WHEREAS, the Council concurs in the conclusion of
the Board of Water Commissioners that the engineering survey
and report to be conducted by the said Pitometer Associates,
Engineers, is a type of work especially needed in the over-
all operations of the said water system,
Now, Therefore, be it
RESOLVED, That the Council hereby concurs in the
action of the Board of Water Commissioners in hiring The
Pitometer Associates, Engineers, to carry out the technical
work for the Board of Water Commissioners as set out in the
letter of such firm dated February 28, 1958; and be it further-
RESOLVED, That the Board of Water Commissioners is
hereby authorized to pay for such services the sum of Seven
Thousand, Five Hundred Dollars ($7,500.00) for the services
of the engineers of said firm and the use of the said Pitometer,
and, further, that the flow measurements and loss of head tests
in th,e trunk mains to be carried on at there ular per diem
of such firm in the amount of Ninety Dollars,\ ?$90.00) per day;
and be it further
RESOLVED, That in line with the proposal submitted
by said engineering firm, the total cost of both projects shall
not exceed the sum of Eleven Thousand Dollars ($11,000.00).

We have brought our proposal of June 3, 1957, up to
date, and enclose it herewith. You will note that this proposal contemplates
a Pitometer Water Waste Survey in pitometer Sections 4 and 12, and measurements
of flow and loss of head tests in the trunk mains, as directed by you, up to a
maximum of approximately 40 men days. If further work should be indicated,
this could be arranged by extending the contract on the basis of $90.00 per
man day.
The two sections in which we propose to complete the
Water Waste Survey are areas where our previous measurements indicated the
existence of underground losses, and contain an estimated 120 miles of main,
with a consumption of approximately 7 ngd.
We trust that this matter will be given your favorable
consideration in the near future so that if the proposed work is authorized
the field work could be undertaken as soon as weather conditions permit in the
spring.

We bog to submit the following proposal for a Water Waste
Survey of Pitometer Sections 4 and 12 of the water distribution system,
and for conducting flow measurements and loss of head tests in the trunk
main system as directed.
DETAILS OF WORK TO BE DONE:
The term. "Pitometer Water Waste Survey" will include the
following:
1. A division of these sections into districts, and a
measurement of the flow into each district throughout the twenty -
four hours.
2. Further investigation in all districts where excessive
waste is indicated, for the purpose of locating all underground
leaks of the mains and services large enough to be measured by the
Pitometer.
3. A check on all large industrial consumers for the
purpose of detecting the unauthorized use of unmetered water,
through fire lines or otherwise, and a test, in place, of all meters
4" and larger in diameter by direct or indirect measurements with the
Pitometer, wherever feasible.
4. Twenty -four hour flow measurements and loss of head I

tests in the trunk mains at points designated by the General Superintendent
of the Mater Department.

5. At the completion of the Survey a report of the work in
detail will be submitted, accompanied by a map showing the boundaries
of each district and the location of all gauging points, and charts
showing the variation of flow into each district.

COST OF ENGINEERING SERVICES:

We will undertake the Water Waste Survey of Sections 4
and 12 for the sum of $71500.00 (Seventy -Five Hundred Dollars) for the
services of our engineers and the use of the necessary Pitometer.
The flow measurements and loss of head tests in the
trunk mains will be made at our regular per diem of $90.00, but in no
event will the total cost of both projects exceed $11,000.00 (Eleven Thousand
Dollars).
COOPERATION BY THE CITY:
The City will furnish and set corporation cocks at the
points designated by our engineers, supply competent labor for operating
valves, construct and furnish shelter boxes for the protection of our
instruments, and furnish transportation necessary for properly conducting
the Survey.
TEAMS OF PAYMENT:
Payments will be made monthly, based on the percentage
of the Water Waste Survey completed during the current month, as approved
by your engineer, plus the number of men days spent on trunk main tests.
Ten percent of our total monthly bill will be retained until the report
has been submitted and'accepted.
