WHEREAS a great deal of individual and organizational sentiment has
indicated differences of public opinion in the proposed re-
development of city land cleared of blight and slum conditions
in the Saint Paul sector known as the Western Area, and
WHEREAS the redevelopment plan proposed for the reconstruction of
that area by the Housing and Redevelopment Authority, and
adopted by the City Council, is now involved in legal
procedures which have caused a serious threat to community
progress, and
Whereas it is extremely unfortunate there is a division of opinion
on this matter which affects this cityts urban renewal
program, Saint Paul's redevelopment program and the rehabili-
tation plans for neighborhoods in a state of decline, and
WHEREAS the initiated procedures tend to seriously delay all proposals
for the redevelopment of Saint Paul's declining areas and'have
caused local and out -state business aspirants to be hesitant
about locating there and helping to contribute to community
progress in Saint Paul, and
WHEREAS the redevelopment of Saint Paul's blighted areas and the
expansion of the city's facilitiegyfiecessary to bring
increased employment, a broadened tax basis, insured future
prosperity and a more healthy environment to our people,
and
WHEREA'S it is of primary importance to the City of Saint Paul that
all individuals and organizations supporting or opposing the
basic fundamentals of this program, which is bringing a
magnificent face - lifting to our community, should attempt;to
attain a common ground from which to insure future progress,
and
WHEREAS it is vital that all involved parties should seek to maintain
a primary sense of responsibility to the public and to a
continuation of programs designed to bring a higher degree
of living standards totie people of Saint Paul, and

WHEREAS our cityts long and colorful history has proved the
ability of reasonable men to attain reasonable conclusions
and overcome personal differences through conference and
understanding in order to assure neighborhood, area and
community progress,
NOW, THEREFORE, BE IT RESOLVED that the Saint Paul City Council
hereby urges all parties involved in the current
controversy over the Western Redevelopment Area to
utilize the days and weeks ahead in an effort to resolve
personal or organizational differences over the confer-
ence table, rather than to widen areas of disagreement
and seek solutions in lengthy, delaying and involved
legal procedures.
