RESOLVED,.that Powers Dry Good Company be permitted to install
and operate a parking lot for customers and employees on the south sid
of Ford Parkway between Cleveland Avenue and Finn Street extended,
on property hereinafter more particularly described, in accordance wit
applicant's plans approved June 19, 1958 and subject to compliance
with the provisions of all ordinances governing the operation of park-
ing lots, and to the further condition that sidewalks abutting said
premises be kept clean and free of ice and snow at all times:
Tract A: Beginning at the point of intersection of a
line 671.40' west of and parellel to the section line
in Cleveland.Avenue South, with the southerly line of
Ford Road thence south and parallel to said section
line, 705' to a point; thence east and parallel to Ford
Road, 211.51 to a point; thence north and parallel to
said section line, 4541 to a point; thence east and
parallel to Ford Road 571; thence north and parallel to
said section line in Cleveland Avenue, 53.4' to a point;
thence east and parallel to Ford Road, 198' to a point;
thence south and parellel to said section line, 68.4' to
a point; thence east and parallel to Ford Road, 152' more
or less to the west line of Cleveland Avenue; thence north
along said west line 194' to a point; thence west and
parallel to Ford Road, 1351 to a point; thence north and
parallel to the section line in Cleveland Avenue, 721 to
the southerly line of Ford Road; thence west along said
southerly line 484.41 to the place of beginning; including
in said above tract the adjoining portions of Ford Road
and Cleveland Avenue, but subject to the rights of the
public in Ford Road and Cleveland Avenue and subject to
certain non - exclusive rights in a private road over the
west 331 of the above tract, which private road is some-
times referred to as Finn Avenue.
Tract B: That portion of Lot 1 in Auditor's Subdivision
No. 87 bounded on the north by the south line of Ford Road,

on property located on the south side of Ford Parkway between Cleveland
Avenue •and• Finn Street ,extended. This property is described as follows:

of and parallel to thelsection line in Cleveland Avenue South, with the
southerly,:line of Ford Road; thence south and parallel to said section

The proposed parking lot is to be used in connection with a retail store
to be constructed by the applicant on this property. The area under con-
sideration is "L'L shaped and has a frontage of 266' along Cleveland Avenue,
620' along Ford Parkway, and 705' along it's westerly property line. T
capacity of the proposed parking area is for. 449 cars which is adequate
based upon present standards for the proposed facility.

Re: Powers Dry Goods - 2 -
the adjacent land uses are as follows: north across Ford Parkway are
various commercial activities; east across Cleveland Avenue is a shopping
center; west and adjoining is the Ford Motor Company property; south and
adjoining is'the Highland Village apartments.
Field investigation discloses no objection from the standpoint of adjacent
land use, as the applicant is providing adequate - screening and a buffer area
to protect the apartment development to the south. Applicant's plans have
been approved by the Traffic Engineer as to layout and operation of the
parking facility.
The applicant is acquiring this property from the owners of Highland Village.
To carry out the proposed development, it will be necessary to remove one
apartment building and parking garages. However, the Highland Village will
still have sufficient area to provide one off - steeet parking space for each
remaining unit, which is adequate.
In consideration of these factors, the Board of Zoning recommends that this
permit be granted in accordance with the applicant's plans approved
June 19, 1958.

Dear Sir:
This is written concerning the matter of the petition of Mr. Clark Evans and
approximately ninety other residents of Highland Village in which a request
is made of'your honourable body to revoke the parking lot permit granted to
the Powers Dry Goods Company by City Council action of August 12, 1958.
The parking lot property is located on'the soutb -side of Ford Parkway between
Cleveland Avenue and,Finn Street, if extended. The legal description is a mis-
cellaneous one, a copy:of which is attached. The property is zoned Heavy Industry.
Under "date "of August 6, the undersigned wrote a letter to the -City Clerk which
reported: l,) The application of the Powers Company for a permit to install and
operate a customer and employee parking lot on the previously described property
and 2) the Board of Zoning's action at it's meeting of June 19, 1958. During
the Board of Zoning's review of the application for the parking lot permit, it
was confirmed that the proposed-development plans meet the existing standards.
_ In the letter, it was stated that " field investigation disclosed no objection
from the standpoint of adjacent land use, as the applicant is providing adequate
screening and a buffer area to protect the'apartment development to the south,
and that the applicant's plans have , been -approved by the Traffic Engineer. .."
The letter was concluded with the recommendation that the permit be granted in
accordance with the applicant's plans approved June 19, 1958.
On January.15, 1959 the Board of Zoning, at it's meeting, considered the matter
of the petition of Mr. Clark Evans and others, and the Board unanimously voted
to sustain it's recommendation of June 19, 1958 and to recommend denial to the
request for revocation•of the parking lot permit.

hoodlums* burglars and ma3hiaaB, etc, (with which we have already
had considerable trouble)* laying In wait to do mischief, attack
women, do-bodily lnjury., ransaek� apartments$ steal huh caps, ex-
terior automobile mirrors, automobile aerials and do other malic.
Lous damage to automobiles and other property within the area
adjacent to Highland Tillage - Apartments;
Pm eliminating the garages and space adjacent to garages involved
it is going to eliminate ample arking spaue4 (which is already
insufficient withitnthe V'illageyt for residents of Highland 'Pillage
Apartments. It will create greater traffic and parking congestion
on all public streets adjacent to Highland Village, and will create
hardships on the older residents of the Tillage -to not be able to
park near their actual z%sj( mace

any, opportunity to - voice their attitude or oppose your action.
