The Commissioner of Public Works, having had under consideration the prelimin-
ary order of the Council, known as Council File No. 182780 approved

except where satisfactory sidewalk exists.

Dear Commissioner:
On February 11, 1958 the Council laid over until August 12, 1958
the matter of establishing sidewalks on Kennard from Maryland to Lar-
penteur.
In April of 1956 Supt. Hetznecker of the School Police reported
hazards to school children on this street and requested "Watch Out For
Children" signs which we erected after inspecting the street. Follow-
ing that action we recommended to Mr. Shepard,'then Chief Engineer, that
consideration be given to installing sidewalks.
In accordance with your memo of February 17, 1958 we conducted, be-
fore the end of the school year, several surveys and made a number of
observations. There appears to be no question that sidewalks are de-
sirable. In some blocks children going to and from school have been
observed taking up the whole street making it difficuft for motorists
to get by. Eight sample counts were taken of the number of children in
the street on home - school movements. The figures ranged from 18 to 92
depending on the blocks involved. -A twenty -four hour count taken
June 28th and 29th showed 634 vehicles which is somewhat more than on
a normal residential street but less than that encountered on a "Stop"
street. The volume is in the lower range of those where "Yield" signs
might be considered for the side streets. In general, the desirability
of sdewalks is_ greater toward the northerly end since more children are
involved.

We , the undersigned, hereby petition that the installation of sidewalks on
both sides of Kennard, from Maryland to Larpenteur be postponed indefinitely.
The two parallel streets adjacent to Kennard are not graded, which forces
much traffic to Kennard. Larpenteur, as well as Kennard - North of Larpenteur
have heavy foot traffic to and from The Presentation Church and School, but
no special consideration is given for the safety of these people. It appears
that our one street is being "Pin - Pointed" for this terrific expense,
We do not feel the justification of this project at this time, and suggest
that the ungraded mudholes be graded into decent streets;
