This is an emergency ordinance rendered neces- sary for the preservation of the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: SECTION 1. That the Great Northern Railway Company, until otherwise directed by the Council, may construct interlocking signal facilities in the northwesterly ten feet of the Sixth Street Bridge easement, said facilities beginning at approxi- mately the northeast right of way line of the Northern Pacific Railway Company and extending northeasterly approximately fifteen feet. SECTION 2. All plans and construction of the said interlocking signal facilities must be approved by the Commissioner of Public Works and the Chief Engineer of the Department of Public Works. SECTION 3. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. SECTION 4.
