09-1408Suspension 12/23/09 RESOLUTION Council File # 09-1408 Green Sheet # ,3oyaG7� F SAINT PAUL, MINNESOTA Presented by RESOLUTtON ADOPTING THE EAST SEVENTH STREET DESIGN GUIDELINES 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 AS AN ADDENDUM TO THE SAINT PAUL COMPREHENSIVE PLAN WHEREAS the East Seventh Street Design Task Force was appointed by City Council member Kathy Lantry with the ob�ective of developing design guidelines to promote high qualiry design for new development with the goal of improving commerce and the quality of life on East Seventh Street; and WHEREAS the task force included representatives of community organizations, institutions located on East Seventh Street, major employers, business people and a member of the Saint Paul Planning Commission, and WHEREAS the guidelines address site and architectural design for all uses, excepting those on industrially zoned lands that are not used for institutional purposes, as well as for landscaping and streetscape design; and WHEREAS the Planning Commission is authorized under Minnesota Statutes Section 462.355(2) and Chapter 107 of the Saint Paul Administrative Code to recommend to the Mayor and City Council amendments to the comprehensive plan; and WHEREAS the Land Use Plan, adopted by the City Council on March 3, 1999, provides for the implementation of "urban design concepts .. to be effectively applied to development projects in the city;" and the Implementation section of the Comprehensive Plan, adopted by the City Council on April 28, 1999, urges "vigorous atte�tion to design objectives important to city and neighborhood objectives where publically owned land or other public resources are used;" and WHEREAS the guidelines can apply to redevelopment of parcels noted on the attached map but do not have the force of ordinance and are not mandatory; and WHEREAS the Planning Commission on January 11, 2002, held a public hearing on the East Seventh Street Design Guidelines, notice of which was published in the Saint Paul Legal Ledger on December 29, 2001; and WHEREAS testimony received at the public hearing was considered by the Neighborhood and Current Planning Committee on February 19, 2002, and the committee recommended that the Plannin� Commission recommend their adoption by the City Cou�cil as an addendum to the comprehensive plan. WHEREAS the Saint Paul Planning Commission found that the East Seventh Street Design Guidelines are consistent with 1'he Saint Paul Comprehensive Plan and other relevant City policies and on March 8, 2002, recommended their adoption by the City 09-1408' 51 Council as an addendum to the comprehensive plan. 52 53 NOW, THEREFORE, BE IT RESOLVED that the Saint Paul City Council finds that the �ast Seventh Street Design Guidelines are 54 consistent with The Saint Paul Comprehensive Plan and other relevant City policies and adopts them as an addendum to the 55 comprehensive plan. 56 57 Bosh�om Carter Adopted by Council: Date Adoption Certified by Co il Secretary By � — Approve � Ma�} o.
