PAUL OFFICE OF THE CITY CLE COUNCIL RESOLUSION— GENERAL P8485 Uel 1o; 186 85'By Mrs. Donald ire yy t by reques 'as, ' The 60 -inch , Mississippi onduit, Contract No. 2,• has been by WHEREAS, the 60 -inch Mississippi River Conduit, Contract No. 2, has been awarded to Ashbach Construction Company, with the actual work under way; and the 60 -inch steel pipe for said contract is being furnished by Bethlehem Steel Company in Pennsylvania; and in accordance with the specifications covering this contract, it is necessary to conduct tests on-the Coal Tar Enamel coating and also to perform inspection on the application of the enamel o' the pipe; and WHEREAS, the Municipal Testing Laboratory is not able to make the necessary tests on this material without purchasing special equipment, and this would be most un- economical for this one contract only, and to send our local men to Pennsylvania to make inspection of the applica- tion would be most uneconomical as well, Now, therefore, be it RESOLVED, That the Water Department is hereby authorized to enter into a contract engaging the Pittsburgh Testing Laboratory, of 1936 North 12th Street, Philadelphia, Pennsylvania, to perform this testing and inspection work, according to the prices quoted in their attached proposal, i.e., $75.00 per test of coal tar batch sample and 75 cents per ton of steel on the application of the material, a total of approximately $4,050.00. The 60" steel pipe for this contract is being furnished by the Bethlehem Steel Company in Pennsyl- vania. In accordance with the specifications covering this contract, it is necessary to conduct tests on the Coal Tar Enamel coating and also to perform inspection on the application of the enamel on the pipe. , The Municipal Testing Laboratory is not in a position to make the necessary test on this material without the purchasing of special equipment. This would be most uneconomical to purchase the needed equipment for this one contract only. Also, to send our local men to Pennsylvania to make inspec- tion of the application would be most uneconomical. The reasonable approach is to secure the facilities of a competent testing firm in the area as the pipe is now being fabricated and inspection of the coating will be starting very shortly. We would not want to delay this work and as a result delay delivery on the job. The long delay in the award of this contract has accelerated the fabrication of the steel pipe in order that the contractor may place as great an amount as possible in the ground before cold weather. It is, therefore, recommended that the Water Department engage the Pittsburgh Testing Laboratory, 1936 North 12th Street, Philadelphia 22, Pennsylvania, to perform this testing and inspection work. A copy of the proposal of the Pittsburgh Testing Laboratory is attached, stating their prices will be $75.00 per test of coal tar batch sample and 750 per ton of steel on the application of the material, or a total of approximately $4,050.00.
