LOWELL 1 Supt. of Public Recreation 4 Inspections have been completed of the single family dwelling at 674 West Water Street which is also-known as Lot 9, ox s Est Addition o gin aul. s JV- � This building is 33 by 21 by 22, and has been vacant for over four years. The limestone foundation is deteriorated and bulging. The house shows signs of settling, the roof sags, and plaster is cracked and loose. The wiring is in very poor condition and there is no plumbing. Floors are buckled and uneven, and some rafters and roof boards are rotted. It is my recommendation that it be wrecked and removed. A Danger Notice has been posted. The last known record owner is James Hammer and his last known address is 674 West-Water Stree .
