f.o.be Water Department Purification Plant, 1900 Rice Street, St, Paul, Minnesota
making total amount of approximately $239250.000 without advertisement, as per
Informal Bid #5608, as an emergency exists where failure to act promptly would
work hardship to the best interests of the City.
