WHEREAS, the City Architect has requested the City
Council to hold a public hearing to consider any complaints
about the expense incurred by the City of Saint Paul in
removing a dangerous structure at 332 Front Avenue, more
particularly described as Lot 1, Block 1, Front Street
Addition, and Lots 2 and 3, Block 1, Courtland Addition,
in the City of Saint Paul, and
WHEREAS-, it appears that the last known record owners
of the property are 'Eleanor Mogren, 2116 Carter Avenue,
Saint Paul 8 Minnesota, and Edward Mogren, Attorney at Law,
New York Building, Saint Paul 1 Minnesota, Phillips Petroleum
Company 245 East Fillmore Avenue, Saint Paul 1 Minnesota, appear-
ing to have an interest in said property, together with Mary
Wazlewik, 952 Farrington Street, Saint Paul, 3, Minnesota,
contract purchaser; therefore be it
RESOLVED, that the City Council of the City of Saint Paul
hold a public hearing in the Council Chamber it ten o'clock
A. M. on the 7th day of August 1958, to consider any complaints'.

confirm the amount thereof; be it
FURTHER RESOLVED, that the City Architect notify by mail
,the record owner of the property in question at the last known

removal of a building at 332 Front ave. as more fully described in the attached letter
of the City Architect.

A statement of expense has been filed with the City Clerk on
this date for the purpose of creating a lien on t�e property
known as 332 Front Avenue, which is described as of 1, Block
1, Front Street Addition and Lots 2 and 3, Block 1, Courtland
Addition.
The property is owned by Eleanor Mogren, 2116 Carter Avenue,
Saint Paul 8 and Ed Mogren, Attorney, Mogren & OtDonnell, New
York Building, Saint Paul 1; and Phillips Petroleum Co., 245
East Fillmore Avenue, Saint Paul 1, and Contract Purchaser
Mary Wazlewik, 952 Farrington Street, Saint Paul 3, Minnesota.
In this matter, the following resolutions were adopted by the
City Council:
C. F. 180692, adopted by the Council December 11, 1956 (publish-
ed December 16, 1956) set a public hearing at 10 A. PA. on,
January 2, 1957.
C. F. 180943, adopted by the Council January 3, 1957 (publish-
ed January 5, 1957) ordered the wrecking by and at the separate
cost and expense of the owner, occupant, or other person in
control thereof.
C. F. 181214, adopted by the Council January 25, 1957 (publish-
ed February 2, 1957 directed the Commissioner of Parks, Play-
grounds And Public buildings to enter the premises and wreck
and remove the frame building and ice house thereon, and to do
any and all things therein necessary for the protection of life,
limb, and adjoining property.
C. F. 185723, adopted by the Council January 91 1958 (publish-
ed January 11, 1958) approved the specifications preparbd by
this office for the wrecking of this building and authorized
the Purchasing Agent to advertise for bids. r�/_

C. F. 186064, adopted by the Council February 6, 1958 (publish-
ed February 8, 1958) approved the award of the contract for
wrecking to Minnesota Lumber & Wrecking Company for the sum of
$695.00 in accordance with specifications and Formal Bid No.
6860.
C. F. 187971, adopted by the Council June 17, 1958 (published
June 21, 1958) provided that the wrecking expense of $695.00
and the expenses of the Department of Parks, Playgrounds And
Public Buildings in connection with the condemnation in the
amount of $75.07, making a total of $770.07, be paid out of
Wrecking Condemned Buildings Account, 31 G 23, and in the event
said sum proves collectible from•the owner, same is to be
credited to 31 G 23.
The buildings have been satisfactorily wrecked and a Registered
Bill mailed to the owners.
We are requesting that you hold a public hearing with ten days
notice to consider any complaints about the expenses incurred
and to confirm the amount.
The Council resolution confirming the expense should end with
a directive to the City Clerk to file a statement of expense
for the purpose of securing a lien on the property.
