A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections alid recommendations relative thereto, and having fully considered
the same; therefore, be it "
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is. to grade and surface with bituminous material the

alley in Block 12, Sylvan Park Addition, from Palace Ave. to Jefferson Ave. Also
construct storm sewers in the alley from a point 90 ft. south of Jefferson Ave. to
the existing sewer in Jefferson Ave. and from 50 ft. north of Palace Ave. to the
existing sewer in Palace Ave.
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

To the Commissioner of Finance of the City of Saint Paul:
The Commissioner of Public Works, having had under consideration
the preliminary order of the Council, known as Council File No. 186700
approved March 25 , 19-21. , relative to grade and surface with
bituminous material the alley in Block 12, Sylvan Park Addition from Palace Ave. to
Jefferson Ave. Also construct storm sewers in the alley from a point 90 ft. south of
Jefferson Ave. to the existing sewer in Jefferson Ave. and from 50 ft. north of Palace
Ave. to the existing sewer in Palace Ave.
and having investigated the matters and things referred to therein, hereby
reports:
1. Said improvement is necessary and (or) desirable.
2. The estimated cost thereof is $ 4,365.15 , and the total cost

estimated cost of the work will be $5,748.00 as compared with the
original estimate of $4,365.00.
This higher cost will require an assessment of $4.59 per foot on
residential property and $5.74 per foot on commercial and apartment
house property as compared with the original $3.59 per foot and
$4.49 per foot respectively.
Since the new cost exceeds the original estimate by this amount,
the Council of the City of St. Paul will hold an informal hearing
for the purpose of ascertaining the wishes of the property owners
on the question of proceeding with the work.
Please take notice that said hearing will be held in the Council
Chamber of the City Hall and Court House in St. Paul, on the 7th
day of November, 1958, at 10 o'clock a.m.
