WHEREAS, on November 17, 2009, Metro Transit and the region's Transportation Management organizations, inc]uding
St. Paul Smart Trips, recognized this year's recipients of the Commuter Choice awards for people and companies that
develop creative ways to promote commuting options that reduce vehide emissions and ha�c congestion, including
taking the bus or train, bicycling, carpooling, vanpoo]ing, walking and telecommuting; and
WHEREAS, ten of the twenty-eight nominees for organizationa] awards aze based in St. Paul and those nominees were the
Avalon School, the Grand Avenue Business Association, HOURCAR (a program of the Neighborhood Energy
Connection), Impark, Macalester College, the MinnesoTa Department of Transportation, the Minnesota Pollution Control
Agency, Ramsey County, Sibley Bike Depot, and Travelers Indemnity Company; and
WHEREAS, St. Paul organizations or people won three of the seven award categories:
• The Community Nero was awarded to Sibley Bike Depat of St. Paul, a community bike shop that provides
space for residents, with assistance from trained vo]unteers, to repair their bikes. They also host bicycle repair
ciasses for youth and adults. Volunteers who need to use a bike for transit can pay for a bike using volunteer
hours at the shop.
• The Citizen Leader award went to Linda Mainquist of St. Paul. Her concern about keeping 3t. Paul sidewalks
clear in the winter led to a cirywide outreach campaign to residents and businesses, reminding residents and
business owners of snow shoveling laws in St. Paul.
• Chad Skally, of St. Paul, was named Neighborhood Advocate. He partnered with the Grand Avenue
&usiness Association (GABA), the City of St. Paul, Dero Sike Racks and St. Paul organizations and
businesses to install 66 bike racks a]ong Grand Avenue in St. Paul; and
NOW, THEREFORE, BE IT RESOLVED, that the St. Paul City Council exYends its congratulations to the St. Pau] award
winners and nominees, and thanks them for their outstanding work to decrease traffic congestion, improve conditions for
commuters who do not trave] in single-occupant vehicles, and generally help St. Paul strive towards being an even more
livable city.
