The parties of the second part being Philip M. Raup;,; Professor, Department of Agricultural Economics., University of Minnesota; John R. Borchert,, Professor., Chairman of Geography Department, University of Minnesota; and Robert J. Holloway., Professor, Head of Department of Business Administration, University of Minnesota,, hereinafter being referred to as the "Consultants," do hereby agrec [ to a contract of employment under the following terms: 1. The period of this contract shall be nine (9) months from date of contract. 2. The City agrees to retain and empL oy the Consultants to advise the staff , of the City Planning Board on problems incident to the impending economic base study to be made by said City Planning Board at such times as may be mutually agreed upon by the parties concerned. The City agrees to pay to the Consultants the sum of Two Thousand Four Hundred Dollars ($2400. 00) for these services which shall consist of the Consultants advising and coun- seling the staff of the City Planning Board for not more than two hundred forty (240) hours during the nine (9) months covered by this contract. 3. Dear Council Members: January 13, 1959 ( Ct " (' Q ro City Council Resolution #185712, dated January 8, 1958, approved the employment of three University of Minnesota professors as con- sultants to the City Planning Board to advise the staff of said Board on problems incident to its Economic Base Study of St. Paul. The necessary contract authorizing these services was executed between the City of St. Paul and Professors John R. Borchert, Philip M. Raup, and Robert J. Holloway on February 1, 1958. The period of this contract was for nine months from the date of the contract. The City agreed to pay a sum of Twenty -four Hundred ($2400. 00) Dollars for not more than 240 hours of advising and counseling the staff. Due to circumstances beyond the control of both the Planning Staff and the Consultants, it was not possible to proceed as rapidly with the Economic Base Study as had been programmed. This delay was caused by the innumerable difficulties encountered in completing the Manufacturers' Questionnaire phase of the study. Consequently, the contract expired on October 31, 1958 with an unexpended balance of One Thousand Ten ($1010.00) Dollars and 101 hours of time remaining. The office of the Corporation Counsel has advised this office to re- quest the Honourable City Council to consider an extension of this contract because the services of the Consultants are needed in the final phases of the study which will begin shortly. Therefore, an extension of this Contract through June 30, 1959 is respectfully requested with all other conditions of the Contract to remain unchanged.
