Dear Commissioner Peterson:
The enclosure is a report of an investigation of an alley
bounded by Tuscarora, Watson, View and So. Victoria. We
have had a number of complaints about the condition of this
alley for the past year. You will note from the enclosed
report that the conditions are such that if not corrected
they will tend to become a health nuisance. A copy of this
report was also sent to Commissioner Winkel, attention Mr.
G. Beckett several days ago.
It is our understanding that the matter of grading of the
alley is coming up before the City Council on March 19 1960.

Above alley, in my opinion, is in need of grading. It has several large
holes in which water collects and stands for long periods of time before
drying up. The water hole toward the S. Victoria crossing is deep and
never fully dried. If there is no water in it after a period of days, it
D remains in a muddy condition. Trucks going through it cause the hole to
become lamer and deeper.
The water becomes stagnate with an odor that can cause discomfort to
those residing near by. It is also a breeding place for insects during the
season and can became, if not now, a watering place for rodents.
The large hole is deep enough to be considered dangerous for any one
falling into it. I was told children do play in and around it.

TO WHOM IT MAY CONCERN:
I wish to make it clear that when I sighed the
petition for the repairs on the alley, I never
understood what all was to becdone. I had never
heard before of putting a sewer in an alley.
I assumed it would cost about $40.00 to $50.00 to
fix it up a little. Had I realized it was to cost
the estimated price, I would never have sighed it.
Now-that I understand all of.'this, I definitely
am against it. I cannot afford this price. I
work and this day off would affect my holiday pay
so I am sending my mother to represent me.
