Victoria. We have had a number of complaints about the condition of this alley for the past year. You will note from the enclosed report that the conditions are such that if not corrected they will tend to become a health nuisance. A copy of this report was also sent to Commissioner Winkel, attention Mr. G. Beckett several days ago. It has several large holes in which water collects and stands for long periods of time before drying up. The water hole toward the S. Victoria crossing is deep and never fully dried. If there is no water in it after a period of days, it D remains in a muddy condition. Trucks going through it cause the hole to become lamer and deeper. The water becomes stagnate with an odor that can cause discomfort to those residing near by. It is also a breeding place for insects during the season and can became, if not now, a watering place for rodents. I had never heard before of putting a sewer in an alley. I assumed it would cost about $40.00 to $50.00 to fix it up a little. Had I realized it was to cost the estimated price, I would never have sighed it. Now-that I understand all of.'this, I definitely am against it. I cannot afford this price.
