AUTHORIZING SUBMTl'TING THE COMPETITIVE
ENERGY EFFICIENCY AND CONSERVATON BLOCK GRANT APPLICATION
7 WHEREAS, the City of Saint Paul (the "City") is committed to opportunities to make Saint Paul one of the

WHEREAS, Congress passed and President Barack Obama signed the American Recovery and
Reinvestment Act (ARRA) of 2009 which allocated $3.2 billion for fiscal year 2009, of which $1.8 billion is
available to ciry and counry govemments in [he form of direct formula energy efficiency and conservation grants and
$453.�2 million for competitive grants, under the Energy Efficiency and Conservauon Block Grant (EECBG)
Program; and
WHEREAS, EECBG funds aze intended to be used Yo create and implement strategies to reduce fossil fuel
emissions; decrease total energy consumption; enhance energy efficiency in the building, transportation, and other
appropriate sectors; accelerate deployment of mazket-ready distributed renewable energy technologies; and create
and retain}obs; and
WHEREAS, EECBG grantees will be expected to measure and repor[ regularly to the U.S. Department of
Energy (DOH) on jobs creaYed andlor retained, energy saved, renewable energy capacity, green house gas emissions
reduced and fundsleveraged; and
WHEREAS, the Ciry of Saint Paul applied for and received $2,767,000 of one time funding from the DOE's
EECBG Program; and
WHEREAS, on October 19`", the DOE announced a competitive funding opportunity for local and state
governments of $390.04 million with the intent of awarding 8-20 awards of $5 to $75 million Por the Retrofit Ramp-
up Program with the stated goal to stimulate activities that move beyond traditional public awareness campaigns and
demonstration projects, and instead will fundamentally and permanently transform a community's energy usage.
WHEREAS, the City of Saint Paul is interested applying with the City of Minneapolis, in partnership with
various public, non-profit and private enrities including the State of Minnesota's Office of Energy Security, Xcel
Energy, Center for Energy and Environment, Neighborhood Energy Connection and Saint Paul Port Authoriry, to
DOE to develop a comprehensive energy retrofit program in tazget neighborhoods in the two cities;
WHEREAS, the City of Saint Paul and Minneapolis would launch the Energy Savings Made Easy (ESME)
program to undertake an unprecedented cooperative effort to reduce energy use by 50% in all residenual,
commercial, institutional and industrial buildings in ten years by developing ground-breaking high quality energy
retrofit progcams and financing oprions;
WFIEREAS, the City would apply for up to $30 million in federal funds and leverage additional public,
private and urility funds to support the ESME program.

46 NOW, THEREFORE, BE PI' RESOLVED, by the City Council of the City of Saint Paul authorizes that,
47 il+Iayor Chris Coleman, as Chief Executive Officer of the Ciry of Saint Paul, is herby authorized and directed to
4 8 submit the 2009 CompeUtive Energy Efficiency and Conservation Block Grant application to the U.S. Department of
4 9 Energy on or before the December 14, 20Q9 deadline; and be it

51 FURTHER RESOLVED, that the Mayor or his designated representative, submit to the U.S. Department of
52 Energy any assurances, certifications, technical changes or additional information that may be required by said
5 3 Depamnent; and beit

55 F'CJRTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 2009 Energy
56 Efficiency and Conservation Block Grant program be awazd by the U.S. Department of Energy, the Council does
57 hereby authorize the proper City officials to execute the grant agreements and contracts between the U.S.
5 8 Department of Energy and the City of Saint Paul.
