09-1333s�s P�. rs S► fl �1 OF 2 3 4 5 6 7 1Q 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 Presented by Council File # 09-1333 Green Sheet # 3089777 RESOLUTION NT PAUL, MINNESOTA RESOLUTION SUPPORTING FEDERAL ARRA FUNDING FOR REPLACEMENT OF THE WABASHA STREET GREEN STAIRS WHEREAS, the City has been working with the West Side Community to replace the South Wabasha Street Stair tower and bridge (The Green Stairs) that was removed in May of 2008 after a main column was damaged beyond repair by a large piece of limestone; and WHEREAS, the original Green Stairs were constructed in the early 1890's as a wooden structure and was replaced in 1916 by the steel structure that stood at this site until it was removed in May of 2008; and WHEREAS, The Green Stairs have been a Saint Pau] Icon for more than 100 yeazs enjoyed by many in the community and recognized by all long time Saint Paul residents; and WHEREAS, a project to replace the stairway was funded through the AMERICAN RECOVERY AND REINVESTMENT ACT of 2009 (ARRA) which funding is now revoked as there has been an opinion rendered in the Washington Office of FHWA that the tower needs to be construcYed with an elevator to meet ADA standards; and WHEREAS, Saint Paul fully supports ADA design standards and believes we have fully addressed all ADA requirements directly or, as allowed, provided reasonable accommodation; to whit, those with mobiliry disabilities will have access to an observation deck on the tower that was not available on the old stairs and a fully ADA compliant signed and marked wheel chair route from the bottom of the tower Yo the top of the blufF, a[�d WHEREAS, The Mayor's Advisory Committee on People with Disabilities, the Minnesota Department of Transportation and the Minnesota Office of the FHWA support the project; NOW, THEREFORE, BE IT RESOLVED that the City of Saint Paul requests that the Saint Paul Congessional Delegation contact Victor Mendez's office, the Administrator of the Federal Highway Administration, to convey support for this project, without an elevator, 09-1333 32 BE IT FURTHER RESOLVED that the City of Saint Paul directs the Mayor and Public Works to provide any and 33 all information needed to the delegation to assist them in their efforts to allow this Saint Paul icon to be funded and 34 constructed.
