Whereas, The Detention Authority,
through personnel of the Authority,
through inadvertence attempted, by
virtue of a requisition therefor, to
Purchase at an auction sale on October
20, 1959, five head of cattle, at the rate
of $167.50 per animal or a total pur-
chase price of $837.50, on the basis of
the purchase being 'the only source
of supply ", and
Whereas, The Purchasing 2, ent in-
dicated that he had previously been
advised by the office of the Corporation
Counsel that such purchases oil the

WHEREAS, the Detention Authority, through personnel
of the Authority, through inadvertence attempted, by virtue of a
requisition therefor, to purchase at an auction sale on October
20, 1959, five head of cattle at the rate of $167.50 per animal
or a total purchase price of 6837.50, on the basis of the purchase
being "the only source of supply ", and
WHEREAS, the Purchasing Agent indicated that�he had
previously been advised by the office of the Corporation Counsel
that such purchases on the basis of "the only source of supply"
were not contemplated by our Charter provisions, and
WHEREAS, the formal bidding procedures provided for'
by the Chater do not contemplate purchases of live stock, and
WHEREAS, a proper procedure could have been set up
by the Authority with the concurrence of the Council and the Board
of County Commissioners prior to the'commitment by Authority
personnel on October�20, 1959 had they knows that the aforementioned
requisition was notpr'oper or appropriate, now therefore be it
RESOLVED, that the Council concurs in the action of
the Authority taken on the 25th day of November 1959, authorizing,
adopting, approving and ratifying the purchase of the five head of
cattle heretofore mentioned, in the amount of $837-50.
