RESOLVED, that Leo Pritzker be permitted to install

and operate a 14 -car private parking lot on the east side of
Robert Street between Tenth and Eleventh Streets, more particularly
described as the north 50 feet of the south 100 feet of Lots 8, 9,
10, west of the old Robert and Randall Line, Block 7, Roberts
And Randalls addition to Saint Paul, in accordance with plans
approved May 7, 1959, and subject to compliance with the provisions
of all ordinances governing the opewtion of parking lots and to
the further provision that sidewalks abutting said premises be kept
clean and free of ice and snow at all times.

Dear Sir:
This is in the matter of the application of Leo Pritzker for a permit to
install and operate a 14 car private parking lot accessory to an existing
apartment building which is being remodeled on the east side of Robert Street
between Tenth and Eleventh Streets. A minimum of nine of the fourteen spaces
are for the use of tenants of the apartment building. The legal description
is: the north 50 feet of the south 100 feet of Lots 8, 9, 10, west of the old
Robert and Randall Line; Block 7, Roberts and Randalls Addition: The zoning
is Light Industrial and has been since the adoption of the ordinance in 1922.
The site is presently occupied by a very old two -story residence fronting on
Robert Street and a two -car garage. The applicant proposes to remove the
existing residence and garage, and install a 14 car off - street parking lot
which would provide off - street parking for the tenants of nine additional
units to be added to the existing 14 units in his building at Tenth and
Jackson Streets. The existing building will not be enlarged as the addition-
al apartment units will occupy the 2nd and 3rd floors which are not vacant
and were formerly used for industrial purposes. On February 21, 1959, the
City Council granted a 14-car off - street parking lot permit in conjunction
with the remodeling of an existing building on the northwest corner of Tenth
and Jackson Streets at which,time 14 apartment units were built.
The proposed parking lot site has a frontage of 50 feet along Robert Street
and a depth of 123 feet, resulting in an area of approximately 6,150 square
feet. The apartment building-site has a frontage of 150 feet on both Tenth
and Jackson Streets, resulting in an area of approximately 22,500 square feet.
The proposed remodeling of the existing building to provide 23;apartment units
meets the recommended density standards.
The Traffic Engineer has approved the parking lot layout and plans which meet
standards for this type of facility. However, as previously pointed out in
our letter of February 10, 1959, the remodeling of the existing building for
apartment use is not the highest and best use as the area appears more adapt-
able for commercial or industrial use inasmuch as there will be no yard or
play area available for the tenants of the apartment.
In consideration cf the above factors, the Board of zoning recommends the
granting of this permit for a 14 car private parking lot on the above des-
cribed property in accordance with plans approved May 7, 1959.
