Council Resolution: 08-594 approved 06/04/08
WHEREAS, the assessment of benefits, cost and expenses far and in connection with the above
improvement has been submitted to the Council for consideration; and
WHEREAS, the owners of the property upon which the improvement has been made have voluntarily
waived their right to a public hearing and appeal of said assessment by executed agreement and waiver, a copy
of which is on file with the Technical Services Division of the Department of Public Works; and
WHEREAS, the Council has considered and found satisfactory said assessment; now, therefore be it
RESOLVED, that the said assessment be and the same is hereby in all respects ratified; and be it
RESOLVED FURTHER, that the said assessment be and is hereby determined to be payable in
twen equal installments.

The Valuation and Assessments Engineer hereby reports to the Council the following as a statement of
the expenditures necessarily incuned for and in connection with the m2king of the above improvement, viz:
Total construction costs $ 500,000.00
Engineering and Inspection $ 0.00
Administrative Fee $ 10,000.00
TOTAL EXPENDITURES $ 510,000.00
Chazge To: Assessments $ 510,000.00
Said Valuation and Assessment Engineer fiuther reports that he has assessed and levied the total
amount as above ascertained, to-wit: the sum of $510,000.00 upon each and every lot, part or parcel of
land deemed benefited by the said 'unprovement, and in the case of each lot, part or parcel of land in
accordance with the benefits conferred thereon; that the said assessment has been completed, and that hereto
attached, ideritified by the signature of the said Valuation and Assessment Engineer, and maxie a part hereof, is
the said assessment as completed by him, and which is herewith submitted to the Council for such action
thereon as may be considered proper.

The City has completed its first round of improvements under the 2008 Pilot Facade Improvement Program. The Allen Building at
287 E. 6th St. has completed its facade improvements and the work has been iuspected and approved by the City. The properry owner
now requests the assessment in order to pay the conuactors.
Advantages If Approved:
The property owner may receive payment for the improvements. The City will have the authority to assess for the improvement work.
DisadvanWges If Approved:
The City will be expending funds now that may not be paid back in full (with interest) for 20 yeazs.
Disadvantages N Not Approved:
The praperty owner will be unable to secure city funding to pay for the unprovements. The City will not be in compliance with its
program guildelines.

Resolution to approve an assessment for the Allen Building for the 2008 Pilot Facade
Improvement Program.
The resolution does NOT need to be on the public hearing agenda. The property owner
to be assessed has waived the right to a hearing, and our city attorney has approved
this approach. We did the same thing for the Tilsner Building and Northwestern
Building, whose assessments were approved in mid-October and mid-November.
I will be delivering the originals to you before end of day.
