RESOLVED, that Clark Oil Refining Company be permitted
to construct and operate a gasoline filling station at the
southeast corner of West Seventh Street and Springfield Street,
on Lots 1, 2 and 3, Block 4, Rankin's Addition, in accordance with
plans approved April 16, 1959, the installation to be under the
direction and to the satisfaction of the Commissioner of Public
Safety. Whenever the Council may determine that said station
constitutes a traffic or fire hazard, this permit may be revoked.

This is in the matter of the application of the Clark Oil and Refining Company
for a permit to construct and operate a new filling station on property located
on the southeast corner of West Seventh Street and Springfield Street. The
legal description is: Lots 1, 2, 3, Block 4, Rankin's Addition. The zoning is
commercial, and has been since the adoption of the Ordinance in 1922.
The site is presently vacant and undeveloped land with a frontage of 120 feet along
West Seventh-Street, and 134.35 feet, more or less, along Springfield Street, re-
sulting in an area of approximately 16,120 square feet.
The•plans have been approved by the Traffic Engineer, and meet the standards of
both the State and City for this type of facility. Field investigation discloses
no objection from the standpoint of adjacent land uses.
The adjacent land uses are as follows: east and adjoining is a single - family
residence; south and adjoining are single family residences fronting on Morgan
Street; west across Springfield Street is an apartment building which is under
construction; Highland Park is to the north across West Seventh Street.
Tn,:consideration of the above factors, the Board of Zoning recommends the grant-
ing of this permit to construct and operate a filling station on the above
described property in accordance with ..plans approved April 16, 1959.

Dear Sir:
In regard to the application of the Clark Oil and Refining
Corporation for permission to install and operate a new gasoline
filling station on the southeast corner of West Seventh and Spring-
field Streets.
They wish to install three islands, "six pumps, 2 -6,000
gallon underground gasoline storage tanks.
We have investigated the foregoing and report that such
an installation at the desired location would not greatly increase
the fire hazard in that vicinity.
