That the Zoning Code, Chapters 60 to 64 inclusive of the Saint Paul Legislative Code, pertaining to Use Districts, Height Districts and Rezoning of certain prop- erties in.the City of Saint Paul, as amended, be and the same is hereby further amended so as to rezone the-following described property from "A" Residence District to "C" Residence District, to -wit: Lots 1 to 6 inclusive, and Lots 19 to 24 inclusive, Block 9, Gurney Highland Park Addition, located at the southwest corner of East Idaho Avenue and Jackson Street, and at the southeast corner of Wanda Street and East Idaho Avenue. Idaho Avenue and Jackson Street, and the southeast corner of Wanda Street and E. Idaho Avenue. This property is described as Lots 1 to 6, and 19 to 24, both inclusive, Block 9, Gurney Highland Park Addition. The zoning is "A" Residence and has been since the adoption of the Ordinance in 1922. The Commissioner of Finance reports that the owners of 20 of the 24 parcels of land.within the prescribed 100 foot radius, or 83 per cent, have signed the peti- tion. This site is presently vacant, undeveloped land which the applicant proposes to develop with a nursing home with 20 beds, for the Aged. The property under consideration has a frontage of 1481 feet along Jackson Street, 1481 feet along unimproved Wanda Street, and 260 feet along unimproved E Idaho Avenue, resulting in an area of approximately 19,305 square feet. This site is now divided by an unimproved alley. The adjacent land uses are as follows: east across Jackson Street are the Mc Donough Homes, north across unimproved Idaho Avenue are two single- family resi- dences wbicb front on Wheelock Parkway; south and adjoining is a single - family residence which fronts on Jackson Street; west and adjoining is vacant, undeveloped land. Field investigation discloses no basic objection to this rezoning, as this type facility can usually be integrated in a residential district. The applicant has agreed to provide sufficient off-street parking for the staff and visitors. In consideration of the above factors, the Board of Zoning recommends the grant- ing of the petition to rezone the above described property from "A" Residence to "C" Residence in accordance with plans submitted and approved May 7, 1959.
