For your information, I am supplying the following facts con-
cerning the order for the paving of Territorial Road between Hampden
Avenue and Raymond Avenue:
1• The paving of Territorial Road from Ham e
was set up as a Bond Issue project in theB ndeIssueoProgramtinL1952s
and 1953.
2. A portion of the project was completed in 19555 namely, from Eustis
Avenue to the West City Limits. The assessment rate in connection
with this portion of the project in 1955 was based on the same
principle as'the assessment rate in the present project.
3. Under the Bond Issue Program, following the completion of the portion
of Territorial Road covered by the pending order, it is planned to
introduce the necessary orders for the paving of Territorial Road
between Raymond Avenue and Eustis Avenue.
4. A similar paving project on tle University Avenue, was established underethen1953 Bond Issue Program
and the order has been approved for this paving. The thought behind'
both projects was that Territorial Road and Myrtle Avenue could serve
the industrial area in this part of the City and drain some of the
heavy traffic off of University Avenue, this being desirable particu-
larly when Highway 2809 or the Eustis Street Highway, is Completed
by the State Highway Department.
I am giving You these

Gentlemen:
We the undersigned, being 60% of the resident owner-Al of
property and representing not less than 50% of the frontage abutting off°
Territorial Road from Raymond Avenue to Hampden Avenue, most strenuously
object and protest.to the improvement of..Territorial Road from Raymond
Avenue to Hampden Avenue consisting of regrading and paving with 8" one
course concrete pavement; grading and paving street and driveway returns;
constructing new concrete curb where necessary; constructing sewer, water
and gas service connections from street mains to property lines where I
necessary; reconstructing the paving, curbing and sidewalks on the inter-
secting streets where not in conformity with said improvement; constructing
storm sewer facilities; constructing conduits and appurtenances for future
lighting and traffic control systems and doing all other work which is
necessary and incidental to complete said improvement, as proposed by
Council File No. 191065, approved February 18, 1959, because said improve-
ment will seriously hamper the operations of the various businesses on'
said part of Territorial Road, will increase their co6ts of doing business;
and will retard their'business activity, and will be disadvantageous to
the said area as a whole. A plat showing the location of lots and the
owners thereof on, Territorial Road from Raymond Avenue to Hampden Avenue

St: Paul 14, dmnesota
Dear Mrs. , Johnston;
I have your letter of May 15, regarding the coh.templated paving
and curbing order for Territorial Road..
This project was included in .the- bond issue which was-voted on
by, the people of St. Paul In 1953. The total cost of this par-
ticular project is $90,000. Qf this amount the city will pay '
Ei4,600, leaving an amount of $25,400 to be assessed against
benefited properties.
This order is scheduled for a public hearing on Tuesday, May 26,
at 10000 a:m. in the City Council Chamber. Your - letter of pro-
test is being•forvarded to the.City`Clerk and will be read at
this hearing. Should this order be paseed•by the City Council,
and it is the desire of the owners of the affected propertiesy
,-I Would be happy to recommend, that the payment of assessments
be placed on a ten -year basis.
Yours very truly,
t s. Darcy
