WHEREAS, the City of Saint Paul, Police Depamnent has been awazded the 2009 Edwazd Byme Memorial Justice
Assisiance Grant (Attachment A); and
WHEREAS, this grant provides funds to support all components of the criminal justice system, from multi-jurisdictional
drug and gang task forces to crime prevention and domestic violence programs, cow ts, corrections, treatment and justice
information sharing initiatives; and
WHEREAS, the City of Saint Paul, serving as the fiscal agent for this awazd, will shaze the grant funds with two disparate
jurisdictions within Ramsey County; and
WHEREAS, each judsdiction's allocation will be used for activities and projects that will provide meaningful and
measurable outcomes consistent with the goals of the grant;
WHEREAS, a 2009 financing and spending plan needs to be established for these funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are
available for appropriation funds of $150,000 in excess of those estimated in the 2009 budget; and
WHEREAS, the Mayor recommends that the following addition be made to the 2009 budger.

Subject: Police Budget Amendment to amend financing & spending plan for 2009
Byrne/Justice Assistance Grant (JAG) Program

The attached resolution accepts and establishes a financing and spending plan for part of a federal law
enforcement grant. The grant is with the Department of Justice. DOJ provides funding annually and for
the next few years will be awarding $500,000 grants. The full grant period runs through 2/28/2013. The
City's shaze of this $2.1 million grant will be about $1.4 miliion over 3 years. As the fiscal agent, we
will have to pay part of the award to participating law enforcement agencies in the County.
This resolution would establish the financing and spending plan to pay two other jurisdictions within
Ramsey County (Ramsey County Sheriff and the City of Maplewood Police department). These
payments total $15Q000.
Because this will amend the Police budget, this will require a public hearing. It will be on the Council's
agenda November 18th, as the first and third meetings each month are the opportunities for budget
amendments.
