I am transmitting herewith a preliminary estimate of cost for the
improving of Highland Parkway from Hamline Ave. to Edgcumbe Road by regrading
and paving with new concrete base -and asphaltic concrete surfacing; by grading
and paving street, alley and driveway returns; by constructing new concrete curb
where necessary; by reconstructing the paving, curbing and sidewalks on the in-
tersecting streets where not in conformity with.said improvement; by construct-
ing sewer, water and gas service connections from street mains to property lines
where necessary; by constructing conduits and appurtenances for future lighting
and traffic control systems and by doing all other work which is necessary and
incidental to complete said improvement, under Preliminary Order C. F. 191510,

We, the undersigned citizens of St.,Paul - residing on Highland
Parkway between Hamline and Syndic9tgi0 q1K to go on record as being
opposed to Preliminary Order 191510 approved by the City Council on
March 26, 1959 for the following reasons.
A comparatively few years ago this section of Highland Park-
way received new curbs and was widened at the request of the people re-
siding thereon. In spite of the traffic, Highland Parkway from Hamlin
to Syndicate is in excellent condition and demands no more attention
than the average street in this part of the city.

proposes to improve Highland Parkway from Hamlin to Edgcumbe:Road.
The proposal includes grading and paving streets as well as alley
and driveway returns; constructing new concrete curbs etc.
I shall be unable to attend the public hearing on the 28th of July
concerning the above proposal. I should, however, like to go on
record as favoring the proposed improvements. My property involved
in the improvement includes hots 1, 2 and 3, Block 5, Gilbert's
concerning
Court.

A bus line has operated over the portion of Highland Parkway covered by this order
since some time prior to 1938. This operation has never created a maintenance problem
and with the present curtailed service it creates no problem in the present situation
