09-127Councit File # � `1 1 Z� Green Sheet # 3066416 1 2 3 4 5 6 7 8 4 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 CITY rresenr.ed MINNESOTA : WHEREAS, the City of Saint Paul periodically negotiates wages and fringe benefits with those City employees who aze represented by exclusive bazgainino representatives; and WHEREAS, the City must periodically establish wages and fringe benefits, or adjust the established wage and fringe benefits of the Ciry's non-represented employces; and WHEREAS, it would be beneficial to the City as a whole, and to Barmonious employment relationships, that similar retirement incentives be offered to such non-represented employees; NOW THF.REFORE, BE TT RESOLVED, due to the recent economic downtiun, the City has agreed to offer a voluntary early retirement incentive to eligible employees; and NOW THEREFORE, BE Tl" FURTI3ER RESOLVED, to be eligible for the voluntary early retirement incentive, an unclassified employee who could retum to a previousiy held classified position must meet the following criteria: a. Be a full-time (32+ hours per week), active, certified employee, and; b. Be eligible for an unreduced PERA pension by December 31, 2009, as determined by PERA eligibility rules, and; c. Have at least 15 years of service with the City by February 1, 2009, and; d. Have completed all necessary separation paperwork from the City prior to the expiration of tlus MOA. NOW THEREFORE, BE TT Fi3ItTHER RESOLVED, any employee who meets the criteria above and who agees to accept the early retirement incentive wIll receive a contribufion of $20,000 to the City's Post Employment Heakh Plan. Employees who accept tkus early retiremeut incentive ue not eligible for reinstatement with the City. NOW THEREFORE, BE IT FURTHER RESOLVED, if an empioyee elects ttris retirement incentive but is not eligible For an unreduced pension on Febmary 27, 2009 but would be eligible for an unreduced pension by December 31, 2009 and begins collecting their pension by December 31, 20Q9, the City will agree to contribute $20,000 to their Post Employment Health Plan, if eligible, as stipulated in their respective wage and benefit policy. NOW THEREFORE, BE TT FINALLY RESOLVED, the early retirement incentive is only available to employees who elect ttris program between January 15, 2009 and February 6, 2009 and retire by February 27, 2009.
