Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
Contaminahon is present in many site along the Ceuual ConidoT, and ean be a significant impediment w redevelopmeut of a site.
Grant funding will zllow the investigarion of a large number of sltes, the czeation of clean-up plana, and posiriov sites to compete for
federal, state, and local clean-up fimds.
 Advantages If Approved:
EPA grant funding will be used to invesrigate contaminated sites along the Centcal C. Iown of suspected to be contaminaced. Site
investigation costs can be substantial, & use of federal grant funds will reduce costs for those seeking to invest m the C. C. Further,
investigarion of sites will posirion sites to compete foi federal, state, & local c]ean-up grants, potentally further buying down
developer costs, rem oving potential threats to public health, & clearing the way fo redevelopment.
 DisadvantageslfApproved: '
Some concezn exists that redevelopment along the CenTral Corridor spurred by the invesAnetrt in light-rail nansif will ilrimately lead
to displacement of residents as land and building values rise. Whiie the lazgzr goals of the project znabled by the grant funding inchide
helping to encourage zedevelopment, the project will geographically restricted to fhose azea tazgeted for redevelopment tluongh the
' commu plannin ptocess that pTOduced the CenTral Conidor D Strategy. ,
, Disadvantages If Not Approved:
If funds are uot accepted, the Czty will lose out on $1,000,000 in federal mouey that does not require a local match. Moreover, the fizst
step in the clean-up and redevelopment of an estimated 20-25 properties along the Central Comdor-envizonmental site
investigation-will not occir.
