1 WHEREAS Rule 5 of the Saint Paul Civil Service Rules establishes application requirements and
2 policies for classified positions including a residency preference policy; and

4 WHEREAS, the goal of providing residency preference points for Saint Paul residents in the Civil
5 Service Examination System is to expand economic opportunities for Saint Paul residents and encourage a
6 tie between City residency and City employees' interest in the Saint Paul neighborhoods in which they
7 live; and

WHEREAS, the Minnesota Legislature, under Minnesota Session Laws of 2009, Chapter 59,
authorized home rule charter cities to adopt policies that address the goal of improving employment for
local residents; and
WHEREAS on December 21, 1994, the Saint Paui Ciry Council adopted Council File number 94-1686
ame�ing Civil Service Rule SD; and
WHEREAS, the language in Rule SD is no longer enforceable under Minnesota State law; and
18 WHEREAS, the amendment language below is substantially the additional points policy the Saint Paui
19 City Council adopted in 1979 in Council File number 273378 which is specifically referenced in four of the
20 City's collective bazgaining unit contracts; and

22 WHEREAS, the amendment language below is not a condition of employment nor does it apply to
23 promotional examinations; and

25 NOW THEREFORE BE IT RESOLVED, pursuant to the authority granted in the Section 12.06 ofthe
26 Saint Paul Ciry Charter, Section SD of the Saint Paul Civil Service Rules is amended effective January l,
27 2010 to read as follows:

Applicants for original inon-promotional� entry to a position in the classified service of the Citv of Saint
Paul who have been a resident of the Citv of Saint Paul for at least one (iZyear immediately prior to the
aQnlication deadline for said nosition shall receive an additional five (SZpoints on their final examinazion
score for rank-orderefl examinations_ providad that the ap�licant must attain a passing grade before the
additional five (SZpoints are added. This section SD shaii have no applicability for employment in
Independent Schooi District No. 625.
