G. Hathaway for a permit to install and operate an 11 car private parking lot in conjunction with a proposed 11 unit apartment building to be erected on property located on the north side of west Seventh Street between Otto Avenue and Chatsworth Street. The legal description is: except street, Lots 10 and 11, Rogers Fort Street Addition. The zoning is commercial, and has been since the adoption of the Ordinance in 1922. The site, which is presently vacant, has a frontage of 80 feet along West Seventh Street, and a depth of 113 feet, resulting in an area of approximately 9,040 square feet. The adjacent land uses are: west and adjoining is a 22 story, unit apartment building fronting on West Seventh Street; north across Palmer Place are the rear yards of residences fronting onChatsworth Street; south across West Seventh Street is the Shell Oil Company tank farm; east and adjoining are single family residences fronting on West Seventh Street. The Traffic Engineer has approved the plan which meets the standards for this type of facility. Field investigation discloses no objection to the parking lot layout with reference to the adjoining land uses. However, the proposed building does not meet the recommended density and land coverage standards. The applicant's plan calls for 11 units, and 38 per cent building ground coverage against a recommended standard of 9 units and 35 per cent building ground coverage. In consideration of the above factors, the Board of Zoning recommends the denial of this application for a permit for an 11 car private park- ing lot in accordance with plans considered May 21, 1959.
