TEWS Chief Engineer I � _-� F� On August 3, 1959, the Council referred to representatives of the Public Works Department, the Parks, Recreations and Public Building Department, and the City Planning Board the matter of developing a plan and estimate for the development of the old bus depot site as a memorial park. We are presenting first a summary of our recommendations and following that with a more com- plete discussion of the factors entering into those recommendations. The recommendations reflect the common thinking of the three committee members; however, because of Mr. Wieland's absence from the city ;his signed by only two committee members. SUMMARY OF RECOMMENDATIONS 1. That the overall plan for work to be done this fall be as shown in the attached sketch. Under this plan the building would be de- molished and the park site would be enlarged and changed in shape slightly. It would have new curb and sidewalk surrounding it and be sodded. Provision would be made for future water and power service. A triangular traffic and pedestrian island would be provided to the east. 2. That the Commissioner of Public Works be authorized in accordance with the attached resolution, approved by the Comptroller's Office, to pay the total cost of the improvement work estimated to be $15,000 from the Permanent Improvement Revolving Fund, Code 3001, said fund to be reimbursed by a 1960 budget appropriation. Bids on the demolition of the building and backfilling of the basement, in accordance with specifications prepared by the Building Department, have been received by the Purchasing Agent in the amount of $4,918.00. In addition to the work and expense called for under this specification it will be necessary, for a proper job of converting the area to a park and providing properly for traffic movement, to perform certain other work estimated to cost $7,111.22. This other work involves placement of sidewalk and curbing, placement of clay, top soil and sod, the moving, placement, or removal of city -owned utilities and the placement of a triangular traffic channelization island in the street easterly of the present building, all in accordance with the sketch attached. The general nature of the plan has been discussed with representatives of the Hamm Foundation who have indicated that they plan tentatively to furnish a memorial fountain. The original assignment of the undersigned committee was to prepare a tentative plan for the development of-the site as a memorial park. As a result of subsequent verbal instructions from -the Council, this assignment was later expanded to include the making of detailed cost estimates. It is recognized that because of the unsightliness and hazard of the present arrangement, the building demolition and basement filling should get underway as soon as possible. However, the demolition, backfilling work, moving of utilities and restoration of curb and sidewalk should be accomplished in such a way that it is consistent with the plan for final development of the area in order to avoid additional costs and difficulties that might be involved in revisions at a later date. Prior to commencement of the demolition and backfilling, the committee recommends adoption of the general plan shown on the attached sketch. This plan provides for the widening of the park area on the Washington Street side, the widening of St. Peter near Seventh, the retention of water and power ser- vice into the park, the sodding of the park, the placement of curb and side- walk around the park and extending closer to Seventh Street, and the placement of a triangular asphalt- surfaced traffic and pedestrian island in the presently open street area to the east of the building. This plan the committee feels provides a proper basis for further park development and for traffic control and is the minimum work that should be done this fall as a part of the build- ing demolition. Several comments relative to this plan appear appropriate. It is desired to retain a one -way roadway on the extended line of Market Street in order that Market could serve in the future as an overflow street for St. Peter south of Seventh. The full width of Washington is not needed for traffic since the present one -way designation out of the Seventh intersection could not be reversed or eliminated without adversely affecting the signal operation. Complete replacement of sidewalk and curbing is necessary because the filling of below - sidewalk areaways and the removal of areaway walls, which are within two feet of the curb to four feet below grade, in accordance with the specifications, will destroy the existing sidewalk and curb which is in poor condition anyhow. Under the proposed plan, ten feet sidewalks would completely encircle the park site. Sidewalk and curbing along Sixth and along the extended line of Market would remain in their present location. The Washington Street curb and sidewalk would be set ten feet out from its present location, thus en- larging the park area by ten feet on this side. At the northerly tip of the site, the sidewalk and curb on St. Peter would be set back about approximately ten feet so that the new curb would be at the corner but not encroaching on the present property line and the new sidewalk would be a part of the park site. Extending the sidewalk tip northerly approximately twenty feet from its present location, as indicated, will be of`some assistance to pedestrians in the Seventh Street intersection. The additional width on St. Peter Street would be consistent with any future widening of St. Peter similar to typical widen - ings which have been accomplished at various downtown locations in the past. - 2 - The triangular traffic and pedestrian island easterly of the part site is recommended to confine and define vehicle paths and provide for a pedestrian refuge. This type of improvement has been desirable for some time. The St. Peter roadway past this island would be two feet wider than the prevailing forty feet width. In the event of any future widening, the island readily could be cut back. The estimated cost of the work, based on the attached general plan is as follows: PUBLIC WORKS DEPARTMENT Curb, sidewalk, drainage, top soil, sod, etc. UTILITIES DEPARTMENT Street lighting changes PUBLIC SAFETY DEPARTMENT Moving police and fire alarm boxes, traffic signal, etc. PARKS, PLAYGROUNDS, PUBLIC BUILDINGS Demolition, backfilling and related work TOTAL $ 5,661.22 1,050,00 / 300.00 4,918.00 / $11,929.22 It is recommended because of possible additional costs that may develop, that the Commissioner of Public Works be authorized to pay the necessary total cost of work by contractors and other city departments up to $15,000 from the Permanent Improvement Revolving Fund, Code 3001, said fund to be reimbursed from 1960 budget appropriations in accordance with the attached resolution approved by the Comptroller's Office.
