WIIEREAS, in 2009 the assessment rate for street paving, including curb and gutter in connection with the
Residential Street Vifality Progam (RSVP) was $38.65 per assessable foot; and
WI�REAS, in 2009 the assessment rate for the modified lantem style lighting was $6.84 per assessable foot, and
the altemative bent straw lighting was $429 per assessable foot; and
WHEREAS, it has been a City policy to assess approximately 25% of the construction costs; and
WIIEREAS, in recent years actual assessments collected are approaching 20% of the construction costs; and
WI�EREAS, bond financing regulations require a minimum of 20% be assessed to benefiting property owners; and
Wf�REAS, a 6% rate increase will bring assessment collections to approximately 2035% of the construction costs;
now therefore be it
RESOLVED, that in order for the assessment to reflect the increased construction costs and benefit to the property
owners, the assessment rate for street paving in connection with RSVP is increased 6.0% from $38.65 to $40.97 per
assessable foot for all such RSVP projects approved by Final Order after October 1, 2009, to be constructed in 2010;
and
BE IT FURTHER RESOLVED, that the assessment rate for the modified lantern style lighting is increased 6.0%
from $6.84 to $725 per assessable foot, and the alternative bent straw lighting increased 6.0% from $4.29 to $4.55
per assessable foot for all such RSVP projects approved by Final Order afrer October 1, 2009, to be constructed in
2010.

Initiating Problem, issues, Opportunity (Who, What, When, Where, Why):
In 1990, the City Council adopted a resolurion calling for the assessments for CSSP projects to be adjusted each yeaz according to the
previous year's cl�ange in Mioneapolis-Saint Paul Urban Consumer Price Index (90-1459). In 1995, the City Council adopted a
similar resolurion for the Residential Street Paving Program (95-1127). We aze proposing to increase assessments rates for 2010 by
6.0% for sfreet paving and ligh5ng. It has been a Ciry policy to assess approximately 25% of the construction costs, we are very near
20%. Bonding requires [hat a minimum of 20% must be assessed to the benefiting proper[ies.
Advantages If Approved:
RSVP projects can move forwazd.
Assessments will meet the minimum requirement of 20% being assessed.
Disadvantages If Approved:
Assessments will be 6.0% higher for residents for Residential Street Paving and Lighting in 2010.
Disadvaniages If Not Approved:
If the bonding requirement that a minimum of 20% must be assessed to the benefitting properties is not satisfied another sowce of
funding for ItSVP must be secured
