Dear Sir:
This is in the matter of the appeal of Herman J. Blomstrand and Sons to
relax the parking lot Standards on property located on'the southeast cor8
ner of Arcade Street and Hawthorne Avenue. The property is described as
Lots 14 and 15, Block 3, Wilder's Addition. The zoning is commercial and
has been since the adoption of the Ordinance in 1922.
The southerly portion of this property is developed with an office building,
a portion of which was moved on to this site in 1929. An addition is just
now being completed. The applicant proposes to install a private parking
lot for employees on the front portion of the property which is now devel-
oped with a lawn. In order to accomodate eight cars, it is necessary for
the applicant to appeal to relax the required twelve -foot set back to four
feet. The site has a frontage of 80 feet along Hawthorne Avenue and 39 feet
along Arcade Street, resulting in an area of 3,120 square feet.
North and across Hawthorne Avenue is a filling station; south and adjoining
is the office building which this lot will serve; east and adjoining is the
front yard of the lot adjoining which is lawn, and a one -story warehouse
building which is set back to the building line and is owned by the applicant.
Field investigation discloses that the relaxation of the required 12 foot
set back to 4 feet would not be detrimental to the residences farther east
in the block. Because of the commercial character of Arcade Street in this
vicinity, there is a definite need for off - street parking. The parking lot
plans have been approved by the Traffic Engineer and the plans meet the
standards for this type of facility. The plans call for an Alpine currant
hedge for screening of the lot.
In accordance with the above factors, the Board of Zoning recommends the re-
laxation of the required set -back to four feet from Hawthorne Avenue on the
north side of Lots 14 and 15, Block 3, Wilder's Addition in accordance with
plans approved August 6, 1959.

The firm of Herman J. Blomstrand & Sons, Incorporatedg is the
owner of the property including Lots 14 & 15 of Block 3 in
Wilders• Addition, and these lots are located at the southeast
corner of Arcade Street and Hawthorne Avenue.
The north 79 feet of these lots bas been vacant for many years;
but since it is immediately adjaoent to our own office and ware-
house, we have made every effort to keep thenvacant portion in
a sodded, cut and trimmed condition..
Our firm is now in the process of constructing a one -story
office building on a part of the property with the north thirty
nine feet still vacant, but it is our hope and intention of util-
izing this north thirty nine feet as a parking area for the per-
sonnel of the firm that will occupy the new building.
This letter is and appeal to seek relief from the loss of
parking space that will result if the building code requirements
for a parking area of one half(12 feet) of the normal setback of
twenry four feet for a building were strictly adhered to.
The purpose of the appeal to seek relief from the building requiri
ment is to provide the most possible off - street parking and still I
keep the premises neat, clean and pleasing in appearance. The
appeal is filed under the legislative zoning code- chapter 64.03-
paragraph i. (�
It is our hope to use all but the west and north 5 eet of the
area as shown in the accolppanying sketch.'The 5 eet on the two
sides would be utilized to plant an alpine currant or similar
hedgefor a width of two feet ins and then use the remaining three
feetags door swinging area with the necessary wheel stops.
