Dear Sir:
Under date of July 30, 1959, you submitted to Mr. Arthur W.
Tews, Chief Engineer, the above referenced application of the Pure
Oil Company for investigation and report.
This is to advise you that I discussed this matter with
Mr. Tews on August 21. A previous examination of the Pure Oil property
and existing improvements had been made by me in connection with the
Riverview Flood Control Program to be carried out by the U. S. Corps
of Engineers. Mr. Tews and I examined the plans submitted, which
show one tank to be.located in the existing enclosed storage area and
the other in the area owned by this company and now used as a parking
lot at the corner of Starkey and Water Streets. The proposed flood
wa]l and dike will be constructed riverward and westerly from this
area.
Mr. Tews and I were in agreement that the installation of
tanks as proposed will in no way interfere with the flood control
plans. The plan as submitted is approved.

SUBJECT: ERECTION OF TWO 150000 BARREL TANKS AT WATER & STARKEY STREETS
Gentlemen:
As you know, The Pure Oil Company has two water terminals located in
St. Paul; one is at Water & Starkey Streets, and the other is at 717
Upper Levee Road. Our Upper Levee Road terminal is one of the largest
on the Upper River, and is now our sole river terminal distribution
point of gasolines and fuel oils into several Northwest states.
Our Water '& Starkey Street terminal has been converted to a, special
Petroleum Solvents Terminal, and from this point we not only ship,
special solvents into.the Northwest states, but we also export into
Canada. It is at this terminal we wish to erect the two new 15,000
barrel tanks as shown on the attached drawings. A portion of these solvents
are used as a vehicle to place the adhesive on cellophane tapes, and as
a supplier we feel it is our duty, in case of any refinery interruptions,
to have a sufficient inventory to guarantee local delivery.
Another solvent is used in the fat extraction of soybeans:and lindseed
oil. With the continued annual increase in these industries, it is
necessary to enlarge our local inventory.
We have an optiomm on the purchase of the steel for these tanks which
should be excerised within 20 days. Local Code, American Petroleum
Institute Code, and National Underwriters Code will be observed in-
erection of these tanks.
We feel that St. Paul is one of the largest Petroleum Products Terminal
Center's in this country, and with our confidence in the government of
the city and the individuals in charge, we urgently ask that you give
favorable consideration to our permit recueA.
