WHEREAS, the City of Saint Paul, Police Depaztment has been awazded the COPS New Hire grant with the use of the US
Recovery Act COPS Hiring Program and wishes to enter into the grant agreement with [he U.S. Department of Justice
(Attachment A); and
WFIEREAS, this grant provides for the funding to hire twenty-eight (28) new officers for salaries and approved benefits; and
WAEREAS, a 2009 financing and spending plan needs to be established for these funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City oF Saint Paul, does certify that there aze
available for appropriation funds of $489,745 in excess of those estimated in the 2009 budget; and
WHEREAS, the Mayor recommends that the following addition be made to the 2009 budget:

2009 Community Oriented Policing Services (COPS) Grant Recovery Act Funds

The attached resolution both establishes a financing and spending plan for a federal law enforcement
grant and formally accepts these funds for 2009. The grant is with the Department of Justice. This plan
represents the shaze of the 2009 COPS Recovery Act Funds. The amount of this grant needed for 2009
expenses is $489,745. This grant will pay the cost of 28 officers for three full yeazs, starting with the
academy in mid-October. Costs for all of 2010 have been built into the Mayor's proposed budget.
This grant will provide funding for 28 officers through most of 2012. Exactly when this funding runs
out will depend on the date upon which the department is fuliy staffed. The first academy will not reach
the planned staffing level, and depending on the number of cadets that do not pass the academy, more
will be added to an academy that will be held in February 2010 to reach the necessary sworn staffing
level. The bottom line of a11 this is the actual end of funding available for 2012 will vary slightly.
Because this will amend the Police budget, this will require a public hearing. It will be on the CounciP s
agenda November 4�', as the first and third meetings each month are the opportunities for budget
amendments.
This proposal seems reasonable, I recommend signing.

By sigiing the Award Docnment to accept this COPS Hiring Recovery Program (CHRP) grant, the grantee agrees to abide by the following
grant temis and conditions:
1• 7'he grantee agrees to comply with the terms and conditions in this COPS Hiring Recovery Program Giant Owner's Manual; COPS
statute (42 U.S.C. §. 3796dd, et seq.); 28 C.F.R. Pan 66 or 28 C.F.R. Part �0 as applicable (goveming admi�istrative requiremrnts for
grants and cooperative agreements); 2 C.F.R. Part 225 (OMB Circular A-87}, 2 C.F.R. Part 220 {OMB Circular A-27 ), 2 C.F.R. Part
230 (OMB Cirwlaz A-122) and 48 C.F.R. Part 31.000 et seq. (FAR 312) as applicable (governing cost principles}; OMB Circulaz A-
133 (goveming audits); American Recovery and Reinveshnent Act (Recovery Act) of 2009, P.L.I17-5; representations made m the
COPS Hiring Recovery Program �ant appticafion; and a11 other applicable progrem requirements, laws, arders, regulations, or
circulars.
2• The grantee agrees to comply with the Assurances and Certifications forms that were submitted as part of its COPS Hiring Recovery
Pro�am application.
3. The funding under tfiis project is for the payment of approved fult-t�me entry-Ievet swom o£ficer salaries and fringe benefits over three
yeazs (for a[otal of 3b months of funding) for new or rehired additional, career law enforcement officer positions, hired on or after the
award start date. The Fina�cial Clearance Memorandum included in your awazd packet specifies the costs that the grantee is allowed
to £und with your CHRP awazd. It wilt also describe any costs which have been disal(owed after review oFyovr proposed budget. The
grantee may not use CHRP funds for anything no[ identified as allowable in the Financial Clearance Memorandum.
4. CHRP grant funds may not be used to replace sta[e or local funds (or, for tribal grantees, Bureau of India� qffairs funds) that woutd,
in the absence of federal aid, be made available for hir�ng and/or rehving full-time cazeer iaw enfor¢ement offieer positions.
5. At the time of grant application, the grantee committed to retainmg all CHRP officer positions awarded with state and/or local funds
for a minimum of 12 months az[he conclusion of 36 months of federai funding for each positioq over and above [he number of
locally-funded positions that would have existed in [he absence of the grani. You cannot satisfy the retention requirement by using
CHRP positions to fill vacancies from attrition.
6. The grantee may reques[ an ex[ension of the grant award penod to receive additional tlme to implement the grant program. Such
extensions do not provide addihonat funding. Onty those grantees that can provide a reasonab]e justificafion for delays will be granted
no-cost extensions. Reasonable justifications may include delays in hiring COPS-funded positions, officu tumover, or other
cirwmstances that interrupt the 3G-month grant funding period, An extension allows the granfee to compensate fm sucfi detays by
providing add�tional time to complete the full 36 months of funding for each posiYion awazded. Extension reque-sts must be received
prior to the end date ofthe award as eztension reouesis received after an award has exaired walT be a�nroved onlv under very luneted
circums[¢ncer
7. During the CHRP grant award period, it may become necessary for an agency to modify its CHRp grant awazd due to changes in ari
agency's fisca] or law enforcemen[ situation. For i�stance, modificat�on requests should be submitted to the COPS Office whrn an
agency determines that it will need ta shift officer positions awarded in one hiring oategory into a different hiring category or reduce
the total number oS posirions awarded. Grant modifications unde� CHRP are evaluated on a case-by-case basis. All modification
requests must be approved, in writing, by the COPS O�ce prior to their implementation. In addition, p]ease be awaze that the COPS
Office will not appmve any modification zequest that results in an mcrease of federal funds.
8. The COPS Office may conduct monitoring or sponsor national evaluations of the CqP5 Hiring Recovery program. The grancee agrees
to cooperate with the monitors and evaivators.
9. To assist the COPS Office in the monitoring of your award, the grantee agrees to submit quarterly ptogrammatic progress reports and
quarterly financial reports in addition to any reports t'equired by ihe Recovery Act. The grantee also agrees to submit all requested
reports in a timely manner.
10. The COPS Office performs various functioos to ensure compiiance With all grant requirements, to assess the impiementation of
community poticing in awarded jurisdictions, and to provide technical assistance to grantees. fzcant moni[aring aetivities are routine
during the grant period and may occur up to three years following ihe official closure oFthe grant awazd. These funetions, and others,
often require the production of granFrelated dowmentation and other materials. As a COPS CHRp grantee, you agree [o conperate
with any soch requests for infotmation.
I1. The geantee agrees to comply with the federal regulations pertaming to the development and implementarion of an Equa{ Employment
Opportunity Plan {28 C.F.R. Part 42 subpart E). For assistance, grantees shou(d consult the Office of Justice Programs, Office for

12. The grantee agrees to complete and keep on file, as appropriate, a Bureau of Citizenship and Immigratiors Services Employment
Eligibility Verification Form (I-9}. This form is to be used by recip�ents of federai funds to verify that petsons are eligible to work in
the United States.

are authorized to interview any officer or employee of the recipient regazding transactions telated to this Recovery Act award.

We recently notified your agency of its receipt of a COPS Airing Recovery Program
(CHRP) grant, and mailed you an award package which contained both your o�cial Awazd
Document for acceptance and two financial documents. As menrioned in a recent e-mail to your
agency, it has come to our attention that, due to a technical error, we may have inadvertently
mailed out an incorrect Financial Clearance Memorandum (FCM) and/or Final Funding
Memorandum (FPM). The total award amount as indicated on the original FCM is correct;
however, the amounts listed for base sataries and fringe benefits weze unintentionally reversed.
Additionally, in some cases the FFM does not include the correct FICA (Social Security) amounts
approved by our office. Therefore, we are enclosing two revised fmancial documents far your
review. Please discard the original FCM and FFM that were mailed to your agency and use the
enclosed documents (which reflect "Revised" at the top) for your official records.

agency may only be reimbursed for the amounts and approved cost categories indicated.
As a reminder, under CI-II2P all positions awazded (or an equal number of veteran officers)
must iniriate or enhance community policing in accordance with the community policing plan as
described within Section 5 of your application. If for any reason your agency finds that your
community policing plans have significantly changed from those outlined in your application (e.g.,
because you received fewer o�cers than originally requested and thus must alter the scope of your
community policing pians), please revise the plan accordingly and submit it to The COPS Office for
review and approvaL You should also contact the COPS OfFice if, for any reason, you need to modify
your grant awazd. This includes any reallocation of your awarded positions across the three primary
hiring categories (i.e., new hires, rehires of officers laid off pre-application, and rehires of officets �aid
off or scheduled to be laid off post-application).
As explained at the rime of grant application, there are significant reporting requirements on
the use of CHRP funds. In addition to quarterly financial and programmatic progress reports
submitted to the COPS Office, CHRP grantees are also required to submit quarterly Recovery Act
reports within 10 days after the end of each calendar quarter to www.FederalRenorting.gov. These
Recovery Act reports will be made available to the public on www.Recoverv.QOV. All grantees must
be registered as authorized users prior to submitting reports to www.FederalReporting•gov. The
registration function on www.FederalRenortinQ.EOV will be available no later than August 26, 2009.
Please note that registration with this website also requires users to be registered with the Central
Contractor Registration (CCR) and have a Dun & Bradsueet Data Universal Numbering System
(DLTNS) number. Registering with CCR and obtaining a DLTNS number take additional processing
time, so your agency should take immediate steps to meet these requirements in advance of
registration with www.FederalReoortine.�ov. For additional information on CCR and DIJNS, please
refer to the CHRP Grant Owner's Manual at h�tt ://www.cops.usdoj,gov/Default.asp?Item=2270.
Finally, please remember that grantees must retain all swom o�cer positions awarded under
the CHRP grant for a minimum of 12 months following the 36-month federal funding period. The
retained CHRP-funded position(s) should be added to your law enforcement budget with state and/or
local funds, over and above the number of locally-funded positions that would have e�sted in the
absence of the grant. In your CHRP grant application, your agency was required to affirm that it plans
to retain the additional officer positions awazded following the expiration ofthe grant, and to identify

The COPS Hiring Recovery Program (CIiRP) is a competitive grant program that provides funding directly
to law enforcement agencies having primary law enforcement authority to create and preserve jobs and to
increase theu community policing capacity and crime-prevention efforts. CIIRP funding is available to hire
full-time cazeer law enforcement officers. There is no local matching requirement, but grant fimding will be
based on your agency's current entry-level salaries and benefits for sworn officer positions. Any additional
costs for higher salazies and benefits for positions hired under the CHRP grant must be paid for by the
grantee agency�
ln preparing your agency's grant applica6on, please be advised that grantees are prohibited from reducing
state, local, or tribal funding for swom officer positions as a direct result of applying for and/or receiving this
CHRP grant. Instead, this program is intended to supplement the amount of state, local, or tribal funding that
your agency would otherwise be abJe to budget for sworn officer posirions.
In addition, at the conclusion of federal funding, grantees must retain all sworn officer positions awarded
under the CHRP grant. The retained CHRP-funded positions should be added to your agency's law
enforcement budget with state and/or local funds, over and above the number of locally-funded sworn officer
positions that would have existed in the absence of the grant.
To the extent possible, all data should come from a publicly verifiable source, and documentation may be
requested by the COPS Office. This information will be used to evaluate your jurisdicfion's need for federal
assistance to address its public safety needs and to preserve and create jobs.

The American Recovery and Reinvestment Act (Recovery Act) requires grantees to report their financial and
programmatic progress within 10 days afrer the end of each calendar quarter. The Recovery Act reporting
requirements are in addition to quarterly financial status report and quarterly programmatic progress report
requirements. The COPS Office plans to request information from grantees consistent with Secrion 1512 of
the Recovery Act, including collecting information on the number of new jobs created and the number of
jobs preserved using CHRP funding. Awarded agencies will be required to submit information in a timely
manner as a condition of the award. The COPS Office is then required to post data from grantee reports to
Recovery.gov. Please be advised that the submission of prograxnmatic and financial reports on a timely basis
is a significant condition of the CHRP grant and a violation of the grant requirement may result in
termination of grant funding or other remedies.
In order to aid in compliance with the reporting requirements, awarded agencies should be prepared to track
and report CHRP funding separately from other funding sources (including other COPS and federal grants) to
ensure accurate fmancial and progr2mmatic reporting on a tunely basis. Your agency should ensure that you
have fmancial intemal controls in place to monitor the use of CHRP funding and ensure that its use is

Please describe your agency's implementarion plan for tlus program (if awazded), with specific reference to
each of the following elements of community policing: (a) community partaerships and support, including
consultarion with community goups, private agencies, and/or other public agencies; (b) related governmental
and community initiatives that complement your agency's proposed use of CHRP funding; and (c)
organizational hansformation — how your agency will use these funds, if awarded, to reorient its mission to
community policing or enhance its involvement in and commitment to community policing. This narrative
will not be scored for selecrion purposes but serves, along with the previous questions, as your agency's
community policing plan. Your organization may be audited or monitored to ensure that it is uritiating or
enhancing community policing in accordance with this plan. The COPS O�ce may also use this information
to understand the needs of the field, and potentially provide for training, technical assistance, problem

organization's community policing plan. We understand that your community policing needs may change

policing strategies from the plan on an as-needed basis throughout the life of the grant. If your agency's

The St. Paul Police DepartmenYs (SPPD) mission is to maintain a climate of safety and security. Emphasis is
placed on: neighborhood partnerships and problem solving.
Due to a 10.7 million state aid cut, this grant is the ONLY way the department will be able to enhance our
community policing implementation.
The SPPD has three community policing districts. Forty-eight of 50 officers would be assigned to the patrol
function (16 per district) enhancing their current complement of beat officers and establishing a"POP"
community initiative under the Stimulate St. Paul Progr�m. Two officers would be added to ACOP which
supports HUD public housing sites. This grant allows for the expansion of PAL, GREAT, and WAWA
initiatives.
We will wark with our partners to solve problems. For 17 yeazs we have worked together in partnership
under our community policing philosophy, "Here for Good". The departrnent has cultivated community
initiatives with several groups including: the Wellstone Center, Out Front MN, NAACP, American Family
Indian Center, East African Task Force, Hmong American Partnership, and the Muslim American Society.
We have community initiatives with new Muslim immigrants. We ha�e our own PAL and GREAT uutiatives
in partnership with pazks and public schools. With HUD, we expanded the ACOP uutiative. We work with
faith-based community via our partnership with ministers we call "the God Squad". As part of our
organizational transformation to a problem-solving department, we established units with a holistic approach
designed to prevent, intervene, and suppress gangs and violence against women. W e are formal partners with
the Metro Gang Strike Force, the MN BCA, USAO, and county probation, as well as the JTTF, DEA & ATF.
This grant will allow the conrinuation of organizational transformafion by increasing community partnerships
and problem-solving efforts, allowing the SPPD to become a fully funcrioning community policing
organization.

Applicants must plan to retain all sworn officer positions awarded under the CHRP grant for a minimum of
12 months at the conclusion of 36 months of federal funding for each position. The retained CHRP-funded
positions should be added to your agency's law enforcement budget with state andlor local funds at the end
of grant funding over and above the number of locally-funded swom officer positions that would have
eacisted in the absence of the grant. At the time of grant application, applicants must affirm that they plan to

The Saint Paul Police DepartmenYs overaii mission is to maintain a climate of safety and
security throughout the city. The department manages its resources to deliver quality
services within an atmosphere of individual integrity and mutual respect. Emphasis is
placed on: strong community relafions, acfive assessment of citizen needs for police
services, and modifying services, as feasible, to meet the needs of each neighborhood.
In order to implement our plan for this grant, the Saint Paul Police Department will call
upon more enthusiastically then before the formal collaborations we have had with the
Saint Paul community far the past 17 years. These collaborations hav� been formed at all
levels to further our community policing philosophy. Numerous organizarion aze ow
partners including businesses, neighborhood groups, non-profits, public housing, senior
citizen groups, other policing agencies, biock clubs, and youth groups in the city. Saint
Paul has a long involvement in community policing centered on strong neighborhood
idenrification by both the citizens and the police officers. In the last several years, the
department has cultivated working relafionships with all groups in the community
including the most recent set of Muslim immigrants. We have also established a PAL
(Police Athlefic League) program, a GREAT (Gang Resistance Education and Training)
program, expanded the A Community Outreach Program (ACOP) in public housing,
established the God Squad to work with youth in the community, and established the
chiefls advisory committee (which meets monthly and includes representatives from
many community groups including the Neighborhood House, Out Front Minnesota,
NAACP, American Family Indian Center, East African Task Force, Neighborhood
Justice Center, and the Muslim American Society.) This department also established a
gang unit in 2005 with a holistic approach designed to prevent, intervene, and suppress
gangs. We are acfively promoting the non-gang life style working in the recrearion
centers and clubs to teach our youth to make better choices. In summer 2006, the
department began a community grants program focused on youth in an effort to create
new practices to effect crime issues involving youth. The grants were awazded to five
community partners across the city. We are also formal partners with many enfities
including the State-wide Minnesota Gang Strike Force, the Minnesota State Bureau of
Criminai Apprehension, other local law enforcement and sheriffs, city and county
attorney's offices, county probation, city ordinance enforcement, parks and recrearion,
district community councils, libraries, Saint Paul Public Schools, battered women's
groups, as well as nuxnerous federal partners. We work with these agencies on a daily
basis and under this grant we will enhance that communication.

Community involvement includes all levels in the department. Officers of all ranks
attend community meetings, business meetings, block club meetings, and special events
within each neighborhood of the city. For many decades, police and citizens have
idenrified with small, yet distincrive neighborhood azeas, often comprised of only a few
blocks—Raikoad Island, Como, Rice Street, North End, lower East Side, etc. Policing in
Saint Paul remains neighborhood centered: patrol and many investigafive funcfions aze
decentralized, carried out from three district stations, substations, and storefront offices.
Within these neighborhoods, the department has estabiished 28 beat areas based on
criteria including community involvement, business activity, as well as criminal acrivity.
Each officer has the ability to access real time crime information from their laptops in
order to pinpoint problems within their beat azeas. Beat officers are assigned cell phones
or pagers so direct contact with businesses and the commutiity is immediate. A rapport is
established between the police and the community wherein they feel they have their "own
police" and rely on them to deal with the issues in the azea.
All positions requested under the Saint Paul portion of this grant will create jobs.
Specifically, six new police officer positions will be created and sustained for three years
with the grant. The genzral fund will then sustain these positions. Our budget has been
cut $10.7 miilion for 2009-2010. A police academy will be held in September of 2009
and these positions will be hired at that rime and maintained for three yeazs. Also
requested in the grant aze funds to purchase six firearms, uniforms, and desktop
computers for the new officer positions.
Towazds our capacity to serve as fiscal agent for this grant, the department is considered
a fuil-service department including: crime lab, training unit, target range, impound lot,
property and evidence room, accounting unit, informarion services, and payroll function.
The departrnent's authorized FTEs for 2008 were 616 sworn and 189 non-sworn. The
total budget for the department in 2008 was $71,425,110. The department manages
grants of approximately three miliion dollazs on an annual basis. The police department
has received over $6 million dollars in cuts to it budget for 2009 while additional
mandates have been added. Our need for these funds is great and we could not maintain
necessary and important services without them. The Saint Paul Police Department has
managed the JAG grant far this counry since its inception. All grants are managed within
the city's finance system and each grant is assigned a separate activity for tracking and
drawdown purposes. All expenditures are also tracked on a separate spreadsheet. As
required, the funds are kept in an interest bearing trust fund account. These funds will
not be commingled. As the fiscal agent, the deparhnent will require that all jurisdicrions
via a formal agreement forward the required data including performance measures to the
deparhnent before reimbursement for expenditures is made. The deparhnent will
maintain its own internal data collection point in the reseazch and development unit as
well as maintain the outside jurisdictions.
Saint Paul Police Department
The department is requesting funds for six police officers positions that will create jobs as

Two additional officers to the Nazcotics Unit:
The Saint Paul Police Department Narcorics Unit focuses on three levels of drug
enforcement to include street level sales, mid level dealing and national / intemational
trafficking directly impacting the city. The nazcotics unit rourinely works with several
drug task forces to increase productivity through collaboration and information sharing.
The unit has successfully recovered approximately 29 pounds of cocaine, 28 pounds of
crack cocaine, 68 pounds of inethamphetamine, 42 pounds of marijuana, and roughly 100
handguns, and arrested more than 550 persons for possession of and sale of illicit drugs
and weapons violations. The unit also processed more than 801 persons arrested by patrol
officers accounting for an additiona1317.78 grams of cocaine, 1165.43 grams of crack
wcaine, and 853.78 grams of inethamphetamine and 39,096.71 grams of marijuana.
Other significant seizures included 56.59 grams ofheroin, 169 grams ofhashish, and 541
units ofMDMA (ecstasy).
The Narcotics Vice Response Team (NVRT) is a significant part of the overall narcotics
unit and was created to address quality of life issues throughout the city of St Paul. In
2008 the NVRT conducted several significant long term drug investigafions. The highest
profile investigation was "Operation Gridlock" which targeted street level drug dealers in
and around downtown. For several months, undercover officers posed as drug buyers in
the downtown area and purchased drugs from these dealers. The result was nearly 200
cases resulting in140 arrests for felony levei narcotics trafficking. Civil penalties were
also mounted against the convicted that prevented them from visiting the downtown area.
Our unit shares a strong police community partnership that has increased due to the
positive community response to operations such as Cmdlock.
NVRT works to apply problem solving techniques to troubled areas thus improving the
quality of life in the area. NVRT established a base line of goals in the 2007 inaugural
year and had noticeably measured success in 2008. Implemenring longer term details like
"Operation Shamrock" and "Operation Gridlock" has proven to impact the affected
neighborhoods and reduce, remove or displace the criminal activity. Over the past year
the NVRT's success has created a demand for their presence within the three districts.
This demand has caused the unit to be pulled to address criminal activity all over the city
and in some cases force the unit to put the core mission hold.
The activities below outline specifically what will be undertaken:
➢ The unit currently consists of nine officers and one sergeant. The unit works
closely with and responds to the needs of the citizens as weli as the three patrol
districts. The addition of a minimum of one officer to the unit would allow us to
more easily direct efforts toward multiple targets by functioning in two groups of
five so that we could conduct simultaneous operations. This would also allow us
to respond to the patrol districts request for assistance more readily, while still

addressing the uniYs core function.
➢ NVRT has also established excellent working relationships not only with the
patroi districts but also with Homicide, Gang, Gun, MNGSF, and FORCE units.
The addition of at least one new officer would allow us to will continue to work
closely with these units on a broader scale of criminal activity. Our participation
thus faz has helped apprehend a number of suspects wanted by these other units.
Summary of duties of the NVRT:
NVRT utilizes their invesfigative operafions and creative investigative techniques
to attack new areas of street crime as they arise, as well as in efforts to keep
control of the areas that have already been impacted by their work. The unit
works to improve strategies to positively impact quality of life issues related to
open air drug markets and prosritution. The development of specific strategies is
based on past successes and con6nual evaluation of inethods and pracrices. The
unit works with patrol units rather than around them to achieve long tenn
successes. NVRT continues to build positive relationships with other units having
a similar mission to achieve the greatest result for the city.
MEASUREMENT
The nature and type of investigative tectuuques ufilized by this unit make a monthly
crime report review the most effective means for identifying what is and what is not
working as part of their ongoing operational plan. The unit currently tracks arrests and
quantity of nazcotics recovered; however, an additional review of the effectiveness felt by
those units we regularly assist will also help establish our effectiveness overall. In an
effort to identify such effectiveness additional data to be collected and/or analyzed will
include:
Tracking of request for assistance by other units
Tracking of rime spent on such assistance
Continual plans developmenUimplementation/evaluation
Feedback on our effectiveness by the units and districts we assist
Track anests, conviction and recidivism rates of suspects anested by NVRT
Currently, NVRT the unit has attempted to meet all the needs of those we serve but as we
go on it is clear that we have reached a limit in our effecriveness with our cunent staffing
levels. The additional officer will allow us to continue to work to improve the quality of
life with in the community and move our city closer to its mission to become the Most
Livable City in the Country.
