Presentation of the points -of -view of other interested groups such as the Citizens' Advisory Committee, various segments of the Medical Profession etc. Following a lengthy and thorough discussion of this information by those members of the Board, present, the following motion was unanimousily adopted= "Based upon the facts presented by the staff, the adequate meeting of accepted site criteria, conformity with our Land Use Plan, and in keeping with sound city planning principles, the Planning Board re- commends to the City Council that Site "D" as selected by the Ancker Hospital Facility Building Commission be approved as the site for a new Ancker Hospital. The Planning Board also commends the Ancker Hospital Facility Building Commission and its site selection sub-com- mittee for the thorough and tireless study it had made of the problem before reaching its decision." Mr. Judson D. Hilton, Chairman of the Planning Board, who was unable to be present, sent a letter to the Board in which he requested to be recorded in favor of Site 'RD" in the Eastern Redevelopment if a vote was taken. LLOYD REINED Church Secretary I have been reading with a great deal of interest the controversy regarding the selection of a new site for Ancker Hos- pital. The recent article quoting Dr. Davitt Felder - "president of an organization seeking to establish a medical college in St. Paul" is an amusing twist to a decision that ought to require some objective thinking on the part of St. Paulites. Just what is the intent of establishing a new building for Ancker? Is it to cut a few moments from the itinery of the medics or is it to provide a better atmosphere and more efficient hospital for the patients? The location known as B -1 is about as ridiculous as one could imagine. What about the congestion already experienced by the populace? Are the patients and general public to receive any consideration? It would seem to me that the proposed site in the Eastern Redevelopment area offers everything that could be desired. Not only would it bring a much desired beauty to the heart of the cap- tol - just think of the therapeutic value of lovely grounds surround- ing a new hospital! It'seems to me that such would be desired far more than a monstrosity sandwiched in an over - crowded area. As I recall there are a few other hospitals located in the city, such as Mounds Park, St. Lukes, Bethesda, Midway, and St. Johns. Why then does the new hospital necessarily have to be crowded between just St. Josephs and Miller? Believe me, I•ve no axe to grind with the medical doctors, but it seems to me that the statements of Dr. Felder are as empty as any argument could be. If this is all that the opposition to the Commissions decision can present, then let *s get on with the rede- velopment of our great city: Just who does he think the state and federal governments are. Is not St. Paul integral part of these. His "DIAL — A — DEVOTION" CApital 5 -1222 The City Council - 2 - argument would make one think we were dealing with some foreign power. It is we the people. So I believe we need to emphasize that such decisions ought to be "of,the people - by the people - and for the people ", not based on the argument of a few, but what is best for the many. Massy of our members to whom I have spoken feel it would be advisable to have the new Ancker Hospital located within wheelchair distance of Miller and St.Joseph's Hospitals. This will save time traveling and will enable Doctors to give better service to both their private patients and the patients of Ramsey County. We are sending a questionnaire to the members-of our Society to ascertain what the majority prefers concerning location of the new Ancker Hospital. the results of thii' questionnaire will be forwarded to the County Commissioners, the City Council, the Citizens Volunteer Committee and the Commission on the Ancker Hospital Facility. The Commission Facility has already decided upon the Fastern Redevelopment location for the new Ancker Hospital. I understand there is a possibility this matter will be submitted to not only the City Council but to the Board of County'Commissioners sometime before neat week. If you think the opinion of the members of the RasmeT County Medical Society would be of value to you in your decision, I suggest that you wait until the results of the questionnaire are made public before taking action on this matter, which should be within the neat week. Gentlemen: August 18, 1959/ I -It is very gratifying to see by the morning paper that the Eastern Redevelopment area has been chosen as the site of the new Aneker Hospital and I hope your group will see fit too- approve this site also. If you have ever had any member of your family in Miller Hospital you know what a terrible problem it is to find a place to park your car, also the Miller Hospital is not a quiet place - the fire t - - 4) engines go by constantly. Bethesda Hospital is so 4 superior in both of these respects, therefore, I think it much better to put Ancker there there is a little t space around it. Yours very traly, Mrs. M. H. Downe y P. S. - with plenty of room, it might be possible to have a Medical C olle ge , but if the hospitals were crowded together, there would be no space. q1y ladies & Gentlemen of the Council; I appear before you today primarily as a citizen of St. Paul interested, as I know all of you are, in its future. I come also as a physician and teacher who for the last seven years, at least, has been vitally interested in the - graduate teaching program of the Ancker and other St. Paul hospitals. -It has been my constant endeavor to actively assist in. improving the graduate training of our interns and residents. I have been a part of the effort to improve our city and county hospital situation since shortly after the Boos - Allen- Hamilton report. In order to maintain} high standards of teaching interns and residents other of my colleagues and I have long felt that a united teaching program is. much to be desired. The attraction of new residents and interns depends for the most part on such high standards. It should be remembered here that the well qualified applicants for these positions have fallen away drastically in the past ten years. A. united teaching program is our only present , hope to remedy this situation. In order to do this effectively our major hospitals must be in geographical proximity. And now we have this opportunity. Let us not forget that good medical care of our citizens is intimately bound up with an adequate and competent medical resident staff. These are the,doctors,who attend to the needs of the patient in the off -hours during the absence of their private physicians and in emergency situations. This united hospital teaching program is- presently underway at Miller and St. Joseph's Hospitals. The Ancker Hospital visiting physicians are for the most part the same doctors who are doing the teaching at these latter two hospitals. It is our hope that we can combine the teaching °for all of these hospitals and possibly others as well. Without this type of program it is unlikely that we will be able to continue to get adequate house - doctors in the future.. _ r� . � k n - _ a Another aspect -of the St. Paul hospital situation that deserves your attention, a in my.opinion, is that of the separate indigent out patient services which are now being maintained at the Ancker, Miller and St. Joseph's hospitals. These separate facilities, are very costly'to maintain, are caring for the same kind of patients. In a significant number of instances these separate clinics are caring for the, same patients who go from one clinic to another for reasons of their own and thereby doubling or tripling the cost of their care. Should the new city and county hospital be in direct proximity to the Miller and St. Joseph's-hospitals it has been - agreed by the administrations of the latter two hospitals to combine these clinics. This would release large amounts of money for other'.charitable•needs now being supported by the .city. Such an arrangement would strengthen the teaching facilities of the new city and county hospital. - Another area for important consideration•are those.clinics maintained,by the voluntary service of private attending physicians. At the present time we have the Ramsey County Tumor Board and the Ancker Hospital Chest.Conference which meet regularly for group consultation for difficult diagnostic.and therapeutic problems. These groups of physicians meet at Ancker Hospital. Due to the present location of the city and county hospital the only private patients that can appear at these conferences are those that are ambulatory cases. If the city and county hospital were in direct proximity to the Miller and St. Joseph's hospitals bed patients from these hospitals could also be seen. It is likely that more conferences of this type -__would be developed for the benefit of any patients that might require them. It should also be noted that the maintenance of such clinics is supported.by funds from the American Cancer Society, the American Heart Association and similar organizations. These clinics foster group consultations for any and all patients which consultation is not otherwise available in St. Paul. -3� An important economical factor to be considered in the location of major hospital facilities as a group is the pooling of certain physical plant needs under normal and emergency situations. These physical plant facilities it should be remembered can be bought as services by one hospital from another if and when the necessity arises. These services are as follows: - 1. Available beds - this is one of our major socio - economic problems today, with a,group cokplex'of private patient whose status changes to that of an indigent patient can be changed to an indigent bed with little or no interruption in his care. For a fewer number of patients the reverse is also true. The latter applies mainly to emergencies being brought,into the city and county hospital. t This interchange of beds is also automatically facilitated with the changing of the overall economic picture., In times of prosperity the private patient load can be absorbed; by ,the city and county hospital on a fee - for - service basis. In poor times the private hospitals can care for the city and county patient overflow also on a.fee- for - service basis. This than would mean fewer empty beds being maintained by the city and county facilities. This would result in a substantial-saving to the tax - payer. 2. Expensive diagnostic and therapeutic instruments and facilities could be available in any one of the three hospitals on a fee - for - service basis.. This would free each hospital from making large investments' for all of such "apparatus. Certain equipment not now available _ because of the large expense could then be purchased. Such items are heart and lung machines, refrigeration blankets, artifical kidneys, a diagnostic and thera- peutic high voltage x -ray apparatus and atomic energy apparatus. 3. Costly research laboratory facilities now maintained separately could be shari3d. !�. Power, laundry and other utilities;w6uld be immediately available in the case of failure or emergency in any of the-three-hospitals, The first three of these economic factors represent continuing costs of a separate institutionti combination into a medical center they represent continued sgvi.ngs which in a short time would make up for °added initial expense involved in the purchase of land site or on ginal c f o nstruction. These are only some of the facts favoring the placement of the new city and county hospital in the direct vicinity of the Miller and.St. Josephts hospitals. Ladies & gentlemen, you have recently seen the Ancker Hospital Building Commission reject the opinion of a national hospital architectural firm (which opinion by the way this same commission felt was worth $35,000) and reject the considered opinion of the 42 member Volunteer Citizens Committee composed of interested, responsible men of St. Paul; and with the air of men tired of wrestljiag with a difficult situation, approve a site which -seems nothing better than a quick solution of the problem. It must be quite apparent to -the citizens of St. Paul as it is to me. This is not a problem that can be disposed of shortly because we are tired of considering it. Without a doubt this directly affects the standard of medical care in St. Paul because the success of our planned teaching program and the proper staffing of.not only the city and county hospital but of the other hospitals,hinges on this decision. Ladies and'gentlemen, the'decision that you are about to make bears heavily upon one of the vital services of our city and will continue to do so well into the neat century in all likelihood. TEWS Chief Engineer As requested by Mr. Delaney, Chairman of the Ancker Hospital Com- mission, and in order to complete the record, I am submitting herein a short statement concerning traffic control and parking-aspects of alternate sites B -1 and D for the new hospital location. The B -1 site is over the proposed freeway between Miller and St. Joseph's Hospitals. The D site is in the Eastern Redevelopment Area. The Public Works Traffic Bureau, both before I headed it and subse- quently, has given considerable study to these alternate locations because of the traffic and parking implications of a major facility of this kind. Our conclusion here, of course, has alreay been reported to members of the Commis- sion, the Planning Board, and other interested parties at their request. On the basis of study of the current plans for the proposed freeway, and of other traffic, transit, and parking matters in the areas involved, the Eastern Rede- velopment Area (site D) appears to be the most preferable by far. The location and limitations of the,B -1 site, and the existing and anticipated street con- gestion near it, are such that it appears inherently unsatisfactory.
