Regenold to rezone from 't B" Residence to "C" Residence property located on the west side of Chatsworth Street between Van Buren and Blair Avenues. The legal description is: Lots 1, 2, 3, 12, 13, 14, 15, 16, Stowers Sub. of the south one -half of Lot 21, Hall's Add. to Hyde Park, Lot 8 and the east 10 feet of Lot 9, Block 1, Still's Addition. The zoning is "B" Residence. On July 3, 1959, the Commissioner of Finance reported the petition sufficient with the owners of 14 of the 18 tracts of land within the prescribed 100 foot radius having signed the petition, or 77.7%. The site which is level and at the street grade of the adjoining streets is presently vacant. The applicant proposes to develop the site with three 11 -unit apartment buildings. This tract is 'T-. shaped, and has a frontage of 199.89 feet on Van Buren Avenue, 126.92 feet on Blair Avenue and 265.33 feet along Chatsworth Street, resulting in an area of 43,367 square feet, or approximately one acre. North and south of the property under consideration are single family homes most of which are relatively new and to the east across Chatsworth Street is the St. Paul Cement Works storage yard for storing of concrete products which they manufacture. Field investigation discloses that inasmuch as the properties adjacent on the north, south and west have recently been developed with single family residences , built by the petitioner, that the highest and best use of this property would be for single family residential use also. The cement works storage yard and operation should be corrected to eliminate the present dusty dituation and the storage yard could be controlled by means of a fence. The Preliminary Land.Use Guide Plan indicates that this area should be completely developed with single - family residences. The plans submitted by the applicant showing the arrangement of the proposed buildings and the off- street parking indicates that there is not adequate off-street parking space provided for. It is the opinion of the staff and the Board of Zoning that the rezoning of this property would deviate from the purpose and intent of the Ordinance as the land use pattern as established on three sides is single - family residence, and it would be detrimental to the adjoining property owners.
