WHEREAS, The Commissioner of Public Works has reported, i
Section 53 of the City Charter, the existence of an

employment of certain employees of the Department of

Dispatching men for emergency repair work

And WHEREAS, This emergency arose by reason of the following facts and
circumstances:
Necessity of answering all emergency repair calls, keeping city
street free from debris, keeping fires at Asphalt Plant continuously,
taking complaints at city yards, completing plans for various grading
and paving jobs, need for grade profiles, completing sidewalk assess-
ments, Iceeping city equipment in good condition and inspecting work
done by contractors on city streets & sidewalks.
THEREFORE BE IT RESOLVED That the proper
