RESOLVED, that upon appeal of .Amherst H. Wilder Foundation
from the decision of the Commissioner of Parks, Playgrounds -hand
Public Buildings, and upon the favorable recommendation of the
Board of Zoning, said Amherst H. Wilder Foundation be permitted
to establish and operate a nursing home, in accordance with plans
approved July 2, 1959, on property bounded by East George Street,
Humboldt Avenue, South Robert Street, and the Bluff, hereinafter
more particularly described, subject to compliance with the
requirements of the State and City Health Departments, and of the
State Fire Marshal and the City Fire Prevention Bureau, and subject
to payment of any license fees required by law:

Dear Sir:
This is in the matter of the appeal of the Wilder Foundation to establish a nursing
home on property which is bounded by east George Street, Humboldt Avenue, South Robert
Street and the bluff. The description is a miscellaneous one, a copy of which is
attached. This property'was reclassified from "B" Residence to "C" Residence on
October 28, 1958-for this purpose,.
For many years this property was the site of a stone quarry operated by private in-�
terests. This owner eventually lost the property through tax forfeiture and operation
was then assumed by the Public Works Administration. The City also used part of this
site as an equipment storage yard. The City and State sold their interest in this
property in 1955 to the present owners. In 1952 this site was considered by the Hous-
ing and Redevelopment Authority as a possible public housing site. The applicant pro-
poses to develop the site with three one -story residence buildings which would house
a total of 170 ambulatory patients and one four -story convalescent building to house
64 patients. The total bed capacity of the four buildings could be 234. In addition,
there would be an activities building and a combination dining and recreation building,
or a total of six buildings. The purpose of this appeal is that Council authorization
is required at a public bearing for this type of facility in a residential district.
The site has a frontage of 310 feet along Humboldt Avenue, 270 feet along south Robert
Street and approximately 250 feet.of frontage along Congress Street. There will also
be a service driveway from LivingstQn,Avenue, This site has an area of approximately
521,500 square feet, or 12 acres. South and adjoining are one and two - family residences
fronting on George Street, also one small store and the Riverview Reference Library;
west across Humboldt Avenue is St, Matthews Parochial School, also one and two- family
residences fronting on Humboldt Avenue; north and adjoining is a variety of residential
and commercial uses; east and adjoining is the Robert Street Viaduct.
Field investigation discloses no objections to the granting of this appeal based on
the proposed development of this property. The rock subsoil condition encountered on,
this site makes it economically unfeasible for the construction of single and two -
fmaily residences. Because of this difficult condition, the proposed use is much
more appropriate for this site. This is also a good transitional use between the
lower and upper west side at this point.
In consideration of the above factors, the Board of Zoning recommends the granting of
this appeal to establish a nursing home on the above described property in accordance
with plans approved July 2, 1959.
