ZONING,- CITY 115 CITY HALL AND COURT HOUSE Mr, Joseph Okoneski City Clerk Building Dear Sir: OF SAINT PAUL SAINT PAUL ],MINNISOTA August 12, 1959 This is in the matter of the application of Arthur Goodman for a permit to install and operate a 74 car customer parking lot on property located on the southeast corner of Ashland and .Snelling Avenue's. The legal description is a miscellaneous one, a copy of which is attached. The zoning is commercial and has been since October 22, 1929. Until recently this site was developed with the Ratterman Greenhouse business which has now been removed. The applicant proposes to construct a supermarket on approxi -' mately the east one -half of the site, and the remaining portion will be used for off - street parking accessory thereto. At the present time, the southwest portion of this tract is developed with a store building which is occupied by the National Tea Company. This operation will be discontinued when the new supermarket is constructed, and the applicant plans to divide this building into smaller type stores for which the proposed parking lot will also provide off - street parking. This tract has a frontage of 204.22 feet along north Snelling Avenue and 285., 36 feet along Ashland Avenue, resulting in an area of 58,276 square feet, or 1.34 acre. South and adjoining at the northeast corner of Portland and Snelling Avenues is a filling station, also the rear yards of single family residences fronting on Portland Avenue; east and adu-- joining is a single family residence which fronts on Ashland Avenue; north and across Ashland Avenue are two apartment buildings and single family residences which front on Ashland Avenue; west and across Snelling Avenue is the Midway Marine store. Engine Company No. 20 Fire Station is located at the northwest corner of Snelling and Ashland Avenues. The Traffic Engineer has approved the proposed lay -out. The plans for the proposed park- ing lot, and loading and unloading facilities for this operation, meet the requirements for this type of installation. The applicant has agreed to install a catch -basin on the parking lot to handle the surface water drainage. Field investigation discloses that this property has been used commercially since some time prior to the enactment of the Zoning Ordinance in 1922, and has been zoned commercial since October 1929. The proposed development will not be detrimental in any way to the adjoining residences on the east and south as the parking lot will be to the west and north of the proposed and existing buildings. The applicant's plan indicates that the proposed building will be set back approximately 15 feet from Ashland Avenue. The off- street parking will also be set back somewhat from Ashland Avenue to provide screen planting. In consideration of the above factors, the Board of Zoning recommends the granting of this permit for a 74 car customer parking lot on the above described property in accord- ance with plans approved July 16, 1959.
