(e) The methods, forms, and media of advertising
for any such sale shall be at the discretion of the
Purchasing Agent and /or the Purchasing Committee, which
in his or their opinion shall be the most practical and
productive..
(f) The requirement or non — requirement of and
the amount of any bid bond or bid deposit shall be
determined as to each individual sale by either the
Purchasing Agent or the Purchasing Committee, as the
case may be.
(g) All sales in excess of one thousand dollars
shall be subject to the approval of the Council before
beboming final and all bids therefor and /or all acts
of the Purchasing Committee in respect to such sales
shall be reported to the Council by the Purchasing Agent.
(h) Any and all costs incurred incidental to any
sale shall be borne by the Department condemning and
offering the item for sale;
Section 2. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation of the
public peace, health, and safety.
Section 3. This ordinance shall take effect and be in force
from and after its passage, approval, and publication.

An ordinance amending Ordinance Nom. 3376, approved
February 27, 1915, entitled:
r "An ordinance regulating sales of material,
1 supplies and other personal property of the City
of St. Paul not available for use, or which has
been condemned."
This is an emergency ordinance rendered necessary for the preser-
vation of the public peace, health, and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 3376, approved February 27, 1915,
be amended by striking out all of Section 2 thereof, and by inserting
in lieu thereof the following language:
"Section 2. The said sale shall be made in the
following manner:
(a) The Purchasing Agent will first make°aldetermina-
tion as to whether or not such supplies, materials and
equipment which are surplus and unusable by one department ,
or bueau may be needed by another or others. If that be
the case he shall have the authority to make such transfer
at an agreed upon value between the departments concerned.
(b) If no further use can be made by any department,
the City Purchasing Agent shall proceed to dispose of such �.
supplies, materials and equipment in the following manner..;
'(c) If such materials, supplies, equipment, or
other personal property are of the value of less than one
thousand dollars, the Purchasing Agent shall sell in such
manner and to such person or persons as in his discretion
shall be in the best interest to the City of Saint Paul.
(d) If such materials, supplies, equipment, or
other personal property are in excess of the value of one
thousand dollars, the Purchasing Committee, with the approval
of the City Council, shall determine the manner and /or methods
in which the particular sale shall be made and shall provide for
competitive bidding in all cases excepting in those particular
cases where it would be more advantageous to conduct a
negotiated sale or trade.
