WHEREAS, the Sain[ Paul Newsrack Ordinance Chapter 131 requires a permit fee structure which covers city administration
and enforcement costs; and
WHEREAS, in enacting the current fees, the City Counci] resolved that ihe fees should be reviewed from time-to-time; and
WHEREAS, the curreut fees were adopted in 2005; and
WHEREAS, costs io administer and enforce Newsracks have increased since 2005; NOW, THERSFORE BS IT
RESOLVED, that the current fee of $39 per Newsrack per year be increased to $42 per Newsrack per year to cover cos[s, and be
it further
RESOLVED, that the new fee shall become effective July 1�` 2010

The Saint Paul newsrack ordinance requires a fee shucture wlilch covers the adminislration and enforcement cost. City Couucil
resolved that the fee should be reviewed from time to rime.
Advantages IFApproved:
The proposed increase in fees will fund increased cost to administer the ordinance.
Disadvantages If Approved:
Possible complaints by newsrack vendors.
Disadvantages If Not Approved:
Newsrack fees will not cover our adminisiration and enforcement costs.

The attached resolution would allow Public Works to change the rate that is chazged for
newsracks. We fust dealt with this issue in April. What I wrote then is included below.
The issue is the same. The cost of administering and enforcing newsracks is exceeding
our fee charged and Public Works wants to increase the fee. The new rate would take
effect July l, 2010, as the newsrack pernut period runs from July to June.
Back in April, we decided to hold off on this increase unti12010, so the fee could be
placed before Council prior to the budget being adopted. The total revenue generated is
$5000.
I believe tlus proposal is reasonable and recommend signing.

The attached resolution would allow Public Works to change the rate that is charged for
newsracks. 'I'he City ordinance goveming this cost states that administration and
enforcement costs must be covered by the rate chazged.
As a result, Public Works reviews their costs associated with newsracks periodically.
This fee has not been increased since 2005. This proposed increase would raise rates
from $39 to $42 annually. This proposal would go into effect on July 1 and would
generate an additional $5000. All related expenses were planned for in the 2009 budget,
so there is no need for a budget adjustment and the requisite public hearing.
This proposal appears reasonable and I recommend signing.
