April 1, 1959 Mr. Joseph Okoneski City Clerk Building Dear Sir: This is in the matter pf the application of Mrs. Florence Swanson for a permit to erect and operate a drive -in laundry pick -up station on property located adjacent to the northeast corner of Payne Avenue and Parkway Drive. The legal description is as follows: All of,Block 2, Harrison and Handy's Addition; and all of Vacated east Hoyt Avenue between Payne Avenue and Parkway Drive adjoin- ing Block 2, Harrison and Handy's Addition. The north thirty feet of the site was _rezoned from 'W' B,Psidence to Commercial on February 11, 1959, C. F. No. 190739, and the balance has been commercial since August 22, 1922. At present,,the site is developed with an abandoned filling station which has not been in operation since July 1957. The applicant proposes to remove this building and erect a drive -in laundry pick -up station. The site is triangular with a frontage of 111.1 feet along Payne Avenue; 141.7 feet along Parkway Drive, and 89.5 feet'along the north- property line, resulting in an•area of approximately 4,967 square•feet.` The adjacent land%uses are as follows:_ north and adjoining is a single family residence built.in,1916; west and across Payne Avenue is Brink's Supermarket and Hoyt Avenue; east across Parkway Drive is Hoyt Avenue, with single family residences fronting thereon and also on Parkway Drive; south across Parkway Drive is azsingle family residence fronting on same; there is a Shell oil Ser- vice Station on one corner of this intersection. The Traffic Engineer approves the layout because, in his opinion, this appears to be the only workable solution for this site, although .it is not too desirable. Field investigation- discloses that from the standpoint of land use, it would be better to develop the site with a single family residence. The staff raises the question of the danger involved in the possibility of cars backing out of this commercial parking lot across a public sidewalk. The Board of Zoning considered the matter at it's meeting of March 3, 1959, and moved that the permit be granted in accordance with applicant's original plans approved March 3, 1959.
