to compliance with the provisions of all ordinances governing

Dear Sir:
This is in the matter of the application of Arthur E. Rehnberg for a
permit for an eleven car private parking lot on property located on
the west side of White Bear Avenue between Ivy and Clear Avenues. The
legal description is: except the north 76 feet, and except the south
100 feet, Lot -10, Block 4, Ames Acre Lots. The zoning is "A" Residence
and has been since August 22, 1922.
The site under consideration is adjoining property which was zoned Commer-
cial' on October 3, 1926. On March 5, 1959, . the City Council granted an
appeal to construct this apartment building in an 11AI1 Residence zone,
under Chapter 64.03, Section 1, Paragraph 2. 'The land is presently- vacant
and undeveloped and the applicant proposes to construct an 11 unit, 21
story apartment building with 11 car off- street parking lot accessory
thereto.
The site has a frontage of 121.85 feet along White Bear Avenue, with a
depth of 120 feet,\ resulting in an area of approximately 14,622 square
feet. The adjacent land ' uses-are as follows: west and adjoining are the
rear yards of new single family residences -f ronting on both Clear and Ivy
Avenues; south and adjoining 'are.single family residences fronting on
Ivy Avenue, also a meat market and small grocery store which front on
White Bear Avenue; east across White Bear Avenue are single family resi-
dences, also a real estate office with a residence above; north and ad-
joining is a single family residence fronting'on White Bear Avenue.
The Traffic Engineer has approved the plans which meet standards for this
type of facility. Field investigation discloses that the surrounding
area and adjoining uses ar -e substantially single family in character and
should remain as such. However, the proposed development meets the-exist-
ing recommended standards for density and building ground coverage.

In consideration of the above.,f'actors, the Board of Zoning recommends
the granting of this permit for an 11 car private parking lot on the
above described property in accordance with plans approved March 5, 1959.
